The two political meetings held on Tues- day evening in Kindergarten Hall and the Opera House by the opposed parties were good representative gatherings. The principles and policies of the two parties received at fair exposition at the bands of tbecandidatea and their leaning support- ers. The speaking at both meetings was creditable, calm and argumentative and was listened to with apparently close at- tention. 'l`he discussion was free from ciieosive pcrsonalitirs, as we learn the meetings in the country districts have ali-o been. Them was excellent order at both meetings and we believe this has also held true with regard to ull the meetings so iar held. This was to be expected, but is none the loss creditable to the elector- ate oi\Vest Queens and to the two can- didates as wt l'. Sa fur the i-.icrisi developed has not perhaps been quite as great as might have brcn expected. A federal election is usually a matter that engages the at- tention of the electorate quite intensely. The present campaign has occurred in the middle of a most severe wintci-, with intense cold weather from week to week. This has been a damper upon electoral enthusiasm to a considerable extent. We can only hope that polling day IDIY be 1* favorable one in point oi weather cen- ditions, as otherwise a full vote will not be polled. We conceive it to be a part oi the duty of all good citizens to record their votes. Vnlcss this is done our re- presenrative institutions cannot be main- tained at their lull value. It gives great assurance for the present and gicat promise for the future. It may be taken to assure Japan's i entire command of the sea during the war, an almostjmmoasurable gain. It will`\ also go far to prevent outside interference on behalf of Russia. .Whether or notaetually sur eriorin naval force at the outset, the Japanese admiral by sailing direct for Port Arthur, where the strongest Russian fleet was in port, showed the courage which dares every- thing for nag and country. That. he was able to surprise the enemy proves alert- ness and naval enterprise of the kind that wins. The almost simultaneous attack upon the enemy at Port Arthur and Cbemulpo, points 350 miles distant from concerted action. Chemulpo has been the landing place for Russian troops in Korea, and the fact that two Russian cruisers have been sunk there, while Port Arthur is blockaded must paraiyse any offen- sive operations of Russia in Korea, so far “ as they depend upon water transporta- tion. This is a great advantage. It Wculd appear that the Russian fleet hereafter must keep within the shelter of fcrtided ports. Another significant feature of the be- gining of the naval struggle is the part played by torpedo boats. The Russian ships that were disabled and forced to run ashore at Port Arthur appear to have been the victims of these submarine missiles. Very probably the same will be found tiue of the two cruisers that were sunk nt Chemulpo. This is an arm of the naval service in which Japan is well equipped, and the dare-devil courage. alertness and activity required in torpedo warfare are qualities in which the Japa- nese excel.
