Under the proposal, the appropriation of $1,100,000 will cease at the end of the presentiiscal year, the provinces be- ing entitled to draw their respective shares of whatever amount remains unexpended at any time during the next flve years. . The government was urged‘ to con- tinue the grant. Premier King en- deavored to justify the policy of the government on the ground that when it had been decided to assist the pro- vinces in technical education the heavy obligations falling on the Do- minion aa a result oi’ the war had not been contemplated. The constitu- tion had placed responsibility in ed- ucational matters on the provinces and he thought it rightly rested there. He mentioned that the government had increased the grants tothelviari- time Provinces, thereby increasing their ability to look after the matter. It was also engaging on an extensive effort along similar lines in promot- ing industrial and scientific research. Hon. R. B. Bennett was amour: ministry.
