A score of government of- ficials have helped prepare the budget. 2. Government stenographers have seen parts of it as they stencilled it. 3. The Cabinet has known its contents since noon today. 4. In branches 0-' the Bank of Canada right across the country there are sealed bundles of copies of the budget to be opened and distributed when the Minister speaks in the Commons. .5. Eighty odd newspapermen will have read the budget speech lour hours before the Minister delivers it. Thus there would seem to be ample opportunity for a budget leak. But budget secrecy is a tradition which has rarely, if ever. been broken in Canada. But if excise taxes on luxury goods are increased to- night. as many expect. anyone with advance knowledge of the changes might reap unfair pro- fit. So the rule .is strict secrecy. O 0 Perhaps the most surprising activity in connection with the budget is the practice of Ottawa newspnpermen to allow themselves to be locked in I so-called "scal- ed chamber" with copies of the budget speech four hours before the Minister delivers. That way newsmen can digest the speech leisurely, question of- ficials of the Departments of Finance and National Revenue on diff-icult passages, and write their stories in advance. On the other hand, the government benefits from more thorough and intelli- gent reporting of the budget than ii; would receive it the press had to wait until the budgets actual delivery in the Commons to get the news. ?
