a "Ese eee eel > he COLONIAL PARLIAMENT. HOUSE OF ASSEMBLY. Debate on the Draft Address in answer to His Excellency’ s Speech (coutinued.) Hon ATTORNEY GENERAL —The discus. sion on this paragraph bas, Me Chairman, evw- braced aearly every question before the Legia- lature. We have heard a very lengthy sddreas from we bon. friend, the member for Belfast, Aithoagh I de not agree with him in many points that he has brought forward, yet Teannot think that hia epeech called for such severe condemna tien from the hon. member for Charlottetown The object of the hon. member was, I think, aimply to explain the reasens that have induced hie te act as he has in the matter of the land question of an old party whe held extreme views, and that he supported them te the utmost. The rea- son that he new sat in the Geeernment and sup- ported the Land Purchase bill, was that be wish. ed ta da everything mn hie power tor the wood of the couvtrv, and therefore, finding that hie tor- mer ideas did not meet with general acceptance, | he had abandoned them, acd was prepared lo sup- port the next best measure for the country. Thie ia what I understood my how. friend te mean. He explained that he wae formerly one | matters that are things of the past, they cannat | complain when members of the Opposition reply in a eumewhat similut manner. Let the wembers | | on the opposite side of the House wait, for a time | at least, before charging ua with insincerity, To) | the question which party has, during the lust 16) lveara, done moat to benetit the tenantry, there ean, I think, be only one answer. Did the Con- servatives offer any factions opposition to the Land | Purehase Bill when it was brought forward by the Liberal Government? Was not the purchase of the Selkirk estate quite as satisfactory to the country as that of the Worrell property! Each | party has held the reins of power for # years, and the Conservatives have bought four tines as much land aa the Liberals Frowu the remarks of some | lwnembers of the Government during the discussion | | veaterday, I was led to believ® that they cared | little or nothing for the opinions of the Home Go- vernment on matters in this Island. When they | condemned the Conservatives fur having delayed the Election in order to ascertain thease opinions, | they insinuated thie. knowledge that objections were made by the Howe | Government to the establishment of a court of | lescheat, and that, therefore, that court wae not | establiahed. If, Sir, the pressure brought te bear | | by the Imperial Government was so strong in one | }ease, might it not be ao in another? Reference | |} has been made to the actioa of the late Goevern- | ESS JOHN BELL, ANUFACTURER of Clothin in all its branches, thankfal to his friends and patrons for oe favors, begs leave to inform them and the pudlic generally, that be ia still to be found at bie Old Sund on QUEEN STREET, and is prepared to make up all kiuds of arments, entruet- ed to him iu the latest style and improvement of fashion. Had I thought he was advocating any other course, | ment in the matter of the Land Commission. I} pyyxe. Bros. & Co. I would bave looked upon him ae rather an incen- sistent wember of the Government. As | under etund hiew, he has professed himself willing to for- ward aad carry out the Land Purchase Bill, in order te settle the question. He considers that, when a caurt of escheat was dewanded in 1830-35, it was urguet Phat it should have beer retused, bul vow, aa this escheat cannot be carried out, the next best measure for the tevantry should be adupted. Although my hen triet I has eutertained extreme views, he ie in hia beart a firm friend of the tenant; and such being his opinions and prin- ciples, J aw willing to sit with bio in the Govern- ment. [cannot see the advantage of bringing before this hon. Committee the fact that such and such persons said such and such things I think that when sitting in a Legislative Assembly, our | - great object should be, net se much te tind fault with the acts of our predecessors, as te work fur the good of the country. [think that the parties mn this leland are couserging to thie poiut, that they are al! willing te carry oul the Land Pur- chase Bill as the most practicable ieasure to bene- fit the tenaatry. We should net, then. differ upon this paragraph. but should agree in saying that we are willing te buy up the proprietors’ lands, if they are willing to sell on reasonable terms. purchasing the Cunard estate, the Conservatives merely followed the policy of the Liberals. 1 myself favored that purchase jast Session, In | l think, Sir, that if any one act can prove thei ‘sincerity, the course they pursued in that matter | will do se. Toshow that they were not actuated iy party feelings, T may mention that the present | Attorney General was employed to assist Mr. | i Phomwpson,—the claims of the hon. member for | Charlottetewn (Mr, Brecken,) whe was &@ sup: | porter of the Gevernment and a taleated lawyer, | being overlooked. The statement which has been | | made—that the Conservatives never intended to | | benefit the tenants by the Land Covomisaion—i« | | very strong, fur I consider that, but tur the opposi- | {tien of the preseat Government party to the Award, better terms would have been obtained. | | The hon. member ter Beltaxt (Mr. Davies) dows | net deny the fact that he gave pecuniary support | >the Tenant League, but would have this bon. | | Committee believe that, when he did so, that as- | sociation Was a thoroughly legal one. Te show i this hon. Committee bow much truth there is ip | that statement, 1 will read the pledge of the | League, as adopted at the meeting held in Char- livttetown, after which time the hou. menber sub- lacribed to ite tuudse:— | * Resolved, That we the tenantry of » in- dividually and collectively, virtually and solemnly pledye our honor and fidelity to each other, to with- | hold the further liquidation of rent and arrears of jrent, and thus voluntarily enrol our respective and Unies us aA Lenaut orguuization, lo resist the dis traint, coercion, ejection, seizure, und sale for rent ent approve wi its having been made, even under | aud arrears of reut, antil 4 couipromise be ettected the circumstances. It was never, Sir, more he therefore wishes te explain what bas led bin | ilegal than at that time; and if the hen. member te tuke that view of the land question which he | was justified in supporting it then, he would have dove at preset. As regards a loon, | consider it desirable, if it ean be obtained on fair and equit- able terms; but 1 do net expect au luperial guarantee. We will probably have to raise the money Op eur own reaponsibility and, of course, will aetattempt to do so until we fied that there ja « reasonable prospect of success. Since we will have se much money te pay during the sum- mer, it ia the duty of the Government to provide a loan, if possible, to meet those paymente, Hon. Mr. DUNCAN —I would like to ask the hon. Attorney General at what per-centage mon- ey could have been obtained in England last sum- mer, when the Bank rate was ten per cent? Hon. ATTORNEY GENERAL.—That, Mr. Chairman, is a curwus question, for I cannot eee how the rate of last summer can influence the money market now. I aay say, however, that bends bearing 3 per cent. interest suld last year at 92 and 93. The fact that the Bank rate ia ten per cent. is ne criterion as to the sale of bonds—fer ten per cent. is merely the rate they sek for short loans. When oumbers of mercan- file houses are tailing, as was the case last sum- mer, few capitalists are willing to lend money op their security, but the price of the bonds of any county Varies little on that account. [ can- net say at what rate money can oow be obtain- ed in Lendon (that matter must be made the subject wf enquiry); but I am unable to see why capitalists should be atraid of investing money in the bonds of this Island, as they must certainly be more ready to purchase the securities of a country where the revenue has been in excess ofd the expenditure, than in one in which the expen- diture has been ia excess of the revenue. | think a loan could be ebtained in England at 6 percent, with perhaps 2 or 3 per cent. discount ia selling the bonds, and if eo. it would be very adyaatagevus to the island. It may seem strange taat the paymeot of these sums of money— amounting in all te only about £29,000 stg — should affect the whole community and cripple our trade : but it must be remembered that this mon- ey represents a very large portion of the capital of the Idand. Irrespective of political bias, I ain of opinion, unles# something can be done to meet thie matter—to postpove the payment of thie money to some future period—that a crisis of great financial depressions throughout the Island will be the result. This matter requires the serious consideration of the House. If noth- ing be done to prevent it, we will, perhaps before another Session, pass through a wore serious finan- eial trial than ever tell to the lot of the Colony. Hen. Mr. DUNCAN. —There w. [ understand, a considerable sum of money now in deposit in our Banks, waiting for investment in Treasury Warrants. If the parties owning this money knew that they could buy in London bouds of this Island besring 6 per cent. interest, and by them, tuo, at a depreciation—say at 93—would they not witb- draw their woney aud take gold ur exchange from the Banks to buy these bonds? ‘lhen why not sell the bonds here at G per ecat, and save erpense ! Hon. ATTORNEY GENERAL.—The hon. member forgets to caleulate what it would cost our capitalists to forward their inoney to Londen in order to purchase bonds. ‘They would first have to pay owe-and-a-half per cent preminin for drafts at GO days’ sight; they would then lose sixty days’ interest on these draits, which is equal te one per cent, and have te pay & commis- sing to some person in London to negotiate the surchase, whiék commission, with the los of joterest while the draft was going te England, would make about one-ard-a half per cent more. It would thus cost them four per cent te place their money in Londen, and eveo if they could buy our bonds at 97 they would really bave to pay £101 for £100. : Hon. Mr. DUNCAN.—This may be true, but the ben member must recollect that wheo the principal mewey or miterest of the loan were paid in Loudon they could then sell their drafts here at a corresponding premium If these parties drew gold from the Bunks they would uot have to pay the premium on exchange. a Mr. G. SINCLAIR. —I endorse the opinions of the Hon. Attorney General, regarding this dis- cussion. 1 de oot thiuk it necessary for each party to bring forward the actions of the other as a means of justitying themselves. It was the cnatow of the present Opposition, when in power, te excuse thewselves for many of their wrong deeds by attempting to prove that the Liberals had acied in the same manner; but we, Mr. Chairman, should not follow in their footsteps. | Ax regarde the paragraph, there is, I think, nothing in it te call forth such a wandering dis- cussion. It merely says that we are pleased to observe the desire on the part of the tenants to purchase the fee simple of their farms, and are willing te extend the operation of the Land Purchase Bill. Much information has been given regarding the desirability ef a loan. 1 do not pretend to be an authority apen eomimercial mat. tere, and have therefore iistened to the opinions of other members on the subject. 1 uimst, how- ever, say that it is our duty to devise sume weane to relieve the present financial embarrassment of the eountry by a loan, if we can obtain one. As thie is a matter of opinion, however, it is well to bring it forward for discussion, Mr. HOWATT.--Mr. Chairman. as regards the manner in which this debate ts conducted, 1 certainly agree to a very great extent with the bon. member for New London (Mr. Sinclair.) The main question now betore this Committee appears to me to be the best means of rating the money vired for the purchase of proprietors’ estates. The duty of the Government is, in my opinion, to make every enquiry before taking any active steps in (he matter of a loan, and when the necessary information has been obtained, and the tnoat feasible and profitable course ascertained, all parties will, | consider, be willing to do their wtmost to forward the measure. But. Sir, while I am perfectly willing to support and forward the working of the Land Purchase Bill, there is a poe- sibility that it may net operate fairly over the whole Island. Io eome parts of the couptr> mueb land bas been bought under this Bill, while im other parts very little has been purchased. Unless thea it can be snade work fairly for all parte of the Island, eamething in addition te that Bill is clearly necessary. I would favor the passing of an Act somewhat similar in ite working to the Fifteen Years’ Purchase Hill, and cocnpulsory on all the Proprietors throughout the Isiand. Ot course the amonnt to be paid for the tand would heve to be settled by the Legislature. ‘This course weald, in my opinion, be the most equitable one te pursue. Lf a lean is obtained the woney must be exclusively te purchasing and. ©. PROWSE.— rding the discussion on the paragraph now before this hoo. Committee, I agree with much that hase been said by the hon. members for New London and Tiyon But, Sir, when mewbers of he Government go yack 30 of been quite so in supporting it in all its uctions. Hon. LEADER OF THE OPPOSITION.— I have taken lengthy notes of this discussion, and especially of the speech of the hon, member tor Belfast (Mr. Davies); but my friend, the hoo. wewber tor the city, having answered that gen- tlemwan so satisfactorily, 1 will reserve my notes and the authorities 1 intended to quote tur some future vcceasivn. If, Sir, you were entirely iguvrant of the Land Question, the debate of to- day would have given you a tair epitewe of it. In 1355-56, the Liberal Government opposed escheat. Mr. Cooper—the apostle of escheat, as he used to be called—had suwe years beture left the Island and emigrated to California. He returned in 1555, and, expecting to find the country in the sawe state as he lett it, again wounted bis hobby (escheat), and in the session of that year, we had mavy discussions vn the subject. The present Colwuial Seeretary showed that the only way to settle the question was not by coercing the pro- prietors, but by nivderate measures and equitable arrangements between man and man. In 1556, we bad u speech from the throne to that effect. 1 must say that I at first thought that the hon. mem- ber for Belfast was loreshadowing the policy of the vew Goverowent, bul the explanation of the bon. Attoruey Geveral shows that he has merely beeu readiug his recantation. He has been bitten by escheat, but is now going to bury it, and the hon. Atturuey General bas iutormed us that he would uot otherwise sit wilh hina in the Government. We must recollect, Mr. Chairmaa, that thia is St. George's Day, and also ithe anniversary of the intreductivn of Respousivbie Gieverument, and that, therefore, large aliuwauce sueuld be ude for the avon. member. ‘The paragraph was then unauimously agreed to. Debility, resulting from injurious habits contracted in youth, or excesses in maturity, which, by prematurely exhausting she. functions of manhood, destroy the happiness of Married Life, or prevent the fulfilment of engage- ments that constitate the most cherished objects of existence, by Du. La’Mantr, 33 Bedford Square, London, Licentiate of the Keyal College of Physi- cians of Edinburgh; Member of the Keys! College of Surgeons, England, &c. The above work contains most usefuland interest- ing information on the physivologieal c abieb oceur in the Reproductive System during the periode of youth, puberty, and manhood; and on the dee attainment of that degree of funetional vigour upon which the hopes of posterity depend. It alee pointe out how all the attributes of manhood can be pre- served to an advanced period of life, how they are lost, and how they cam be recovered. It is free from the gross exaggeratious, alarming descriptions and dangerous remedies so generally resorted to by per- sons, who, practising with false medical qualifes- tiens, inflict most serious injuries, and render jedi- cious treatment frequently abortive. The author is the only legally qualified tioner whose name stands on the ‘Medical negieter,” (the sole test of medical qualification) who has bees exclusively engaged for a seri:s of years in the treatment of the various functional disorders of the: nervous and reproductive system, which, owing the great discoveries of modern science, are ed subservient to a rational, simple nnd cosy modo of treatment.
