There has been agood deal of talkin Parliament in regurd to the sending of 1 Uaiiadimi troops to South Africa and how they are to bc paid. Eleven of the longer 'speeches each exceeded an hour in length, pretty thoroughly ventilated. The House was remarkably unanimous l in regard to the main subject. An amend- ment by Mr. Bourassn. (the member who T resigned his seat in protest against send- ing the Contingent and was re-elected) _ said amendment being against any Cana.- dian payment to our soldiers, only receiv- ed three votes. So it is all happily settled. Our soldiers will receive from the Imper- ial treasury the regular rate of ii, shilling on active service in South Africa,a.nd they will receive from thc Canadian treasury 26 cents per diem, a sum si ificieiit to make their daily pay 50 cents. But it transpires that from the time of their enrolment un- til their arrivul at Cape Town the pay of the Canadians was fixed at 40 cents a day, that being the rate paid the rank and file of the permanent force in Canada. It is gratifying that the new departure in contributing to the defence of the Col- onial Empire has been so heartily endors- ed by the Dominion Parliament. Today it is Cape Colony and Natal that are at- tacked. Next time it may be Cana da.. In that case how welcome would be the ar- , rival of a contingent of brother colonials -from Australia or the Cape! We are ca.r- rying out what may be called a colonial Golden Rule,-~--doing in behalf of sister Colonies and the Empire what we would _ that they should do for us if we were at- ` tacked. _-__i_.-_-__ It seems to be settled that the Prince of Wales will not attend the Paris Exposi- \ tion. -I '*" ~'- -- '~IU~QU"~ -uu- was a graceful act on the-part of Gen. Buller to give the Natal Carbineers the honor of leading the releiving column into Ladysmith. We can only guess how they jfelt, but if we imagine that instead of Ladysmith it had been Sirmmerside that had been besieged for four months we can readily see how eager our Island volun- teers would be to lead a relief movement. xii , Ontario has-settled on a. “good roads” policy and will spend one hundred thou- sand dollars a year for ten years, a million _dollars in a.l1,to improve the highways of that Province.Hitherto theroads have been maintained at the cost of the municipal- , ities and the Government grant is an ad- dition brought out by the persistent agita- tion for better roads. It is expected that the county and township councils will al- so increase their eforts. In each county of New York State five thousand dollars will be spent specially and in addition to previous expenditures to improve the roads. Both in Ontario and New York the riders of bicycles and the various as- sociations of wheelmen have been most active and influential in advancing the good roads movement. _ THE EDITOR’S MAIL. me li SIR,-~-"Patriotism" appears ‘very ex- asperated over the contents of fmy letter of the 3rd inst but he starts Un and rei terates in ve tate , - e _~.lnI~‘2_~ _-_-ell#-S~?1ppfie=§.;se-e ' y ' ry s ment about the _ _ _ __ _ _ generosity of the people of Pownal. Others; although perhaps fatally injured, can easily walk to the ambulance. Many die quickly from the shock to the nervous system. A very curious case is recorded in the surgical history of the civil war, in which three officers were hit just at the same time. One had his leg from the knee down carried away, but he rode ten mlles to the hospital. Another lost his little finger, and he becamea. raving lun- atic. The third was shot through the body and, though he did not shed ii drop of blood externally dropped dead from the shock. LIPTON WANTS THAT CUP.
