Thcy have, in- deed, been almost in-variably follow- cd, after n long arid- cxasperatlng si- lence, by news going to show thnl affairs had been progressing _ back- ward, and that the long-promised day of paclfication, let alone development, was further off than ever. .\'ow the allied world at times like the present, might well bc excused if it had no mind to concern itself with Spain and her policy in Morocco. The Spanish attitude during the last few years, especially during the last few months. has not been, to say the least of il, impressive, but the Allies cannot afford to neglect the Spanish zone in Morocco. Ever since the bc- glnnlng of thc war, it has been a kind of rallying ground for German propaganda in Spain. and for the hatching of plots against French au- thority in the neighboring territory; whilst, every month that passes. those promoting these enterprises are less and less at pains to conceal their nctions or to cover their tracks. Recently, matters have reached a point that Spain has virtually sur- rendered her sovereign authority and has resorted to that last refuge of thc politically destitute, namely, buylni; off her enemies. For nearly a year, indeed, Spanish authority ln the Rltl has been entirely at the mercy of the notorious brigand Ralsuli, to whoui Spain has been paying the handsome bribe of 100,000 pesetas a mouth in order to make sure that Raisull’s in- fluence with the unruly elements of the country should he cast on the aide of the Spanish authorities. The payment of Danegeld, however. never has succeeded, from the days of the Saxon king Ethelred the Unready, and long before his day. down to the present time. As Ethel- red found out, the Danes came hack for more, and the more they iv/ere paid the more _surely did they return. So it is with Ralsuli. With a fine contempt for all agreements, he wan found, some time ago, openly plot- ting with Germany, receiving large sums in German gold to further Ger- man interests, and in quite open cor- respondence with the German consul at Tetuan.
