She ought now, if she had kept pace with the proccs sion, to have 105 per cent more, which would be 2,336,324; She has not- so many, but has she fallen one twentieth below that figure? Deduct one twentieth part from 2,336,324 and we get 2,219,508. This ls the lowest number of people Ontario could have and still get the benefit of the saving clause in the B. N. A. Act.
