THAT PREFERENTIAL CLAUSE — ee Another Interesting Discussion in the Commons. —_—-—-— Mr. Foster Wants More Light—-Amend- ment Yoted Down, — — -——- Orrawa, June 1.—The discussion on the preferential cluuse in commitice was continued yesterday by eeveral Opposition mem bers. After receas, Mr. Foster again protested against the course of the Government in refusing an explanation of the meaning of the preferential clause. Hon. Mr. Paterson said he had no ex- planation to make further than those he had given. Mr. Foster appealed next to Mr. Laurier who said the same. Mr. Foster tben said that for the pur. pore of bringing the minietry to something more definite he would propose.an amend- ment. He therefore moved that the clause, which defines the terms on which contries may be admitted toa lower scale of duties..be amended by adding the limit clause taking into con-iuerativa the average tariffon the principal go.s interchanged between the countries. Hon. Mr. Laurier objected to this limi- tation. He was understood to say tat under clause ¢ixteen a* it stood the com- parison would be on tbe average of the whole imports of eaco country. Mr. Russel also olijgcted to the amend- ment. Mr. Foster found it rather interesting to notice that Mr. Russel was quite satiefied with the indefiniteness of the government's proposals but complained of the ambiguity of the amendment which if it did pot clear up all doubt it at least reduced the unceriainty. He asked Mr. Russel! to ex- plain what meaning he attached to the original clause and whether he agreed with the latest explanation of the Prime Minister. Mr. Russe]! declined the first request and said he kad not been able to hear what Mr.*Laurier rad. The amendment was lost. When the main motion was called Mr. Foster referred once more to the extraor- dipary power allowed the Government under this clanse. He proposed in amendment that after the words authoriz- ing a reduction of duties to any favored country, the follow ing clause be inserted : After Parliam ent bas given its sanction thereto. Hon. The poem is filled with charm and quiet humor. His Holiness says: Pay attention before all to cleanliness, that the table appointments being epotiese, the glass being clean, and that from the cellar comes the purest wine «f the Albanian Hille, which exhilarates the epirit and keeps away troubles; don’t trust Bacchus; eo don’t be frugal in diluting wine with water. He continues: “Obtain from healthy grain well-cooked bread, eat sparingly of chicken, lamb and beef, which are meat nourishing to the body.
