The "restricting. regulating and licensing liquor’ law" had been "in many instances. glaringly evaded." Tho "How not to do lt" policy (or practice prevailed "in every department of the civic government." The civic accounts and finances were in a state of ‘jumble. There were, in the town. public drinking places licensed, and ten licensed stolen in which liquor was sold by whole- tcants were obtained. But now, it is agreed. on all hands, conditions in city arc considerably better,—- though there ‘ls evcn yet much lrocm for improvement. in the meantime the late Hon. J. S. (farvell ivas elected to the office of Zllayor of Charlottetown; and, at his lnstlgatmi. an improved system of civic book-keeping was intro- duced by his brother, the late Mr. Lends Cnrvsll. Greater cure was. moreover, taken in the ‘election of City Councillors and in the selec- tion of civic officials. Tho results are seen in the civic improvements of more recent years.
