There is a proper and an improper at-

may be made by Parliament from year
to year for public works and services in
Prince Elwarfl Island. The public
treasury ought not to be considered as a
grab bag to be exploited by all homers,
nor as a poor fund from which the im-
poverished are to be supplied. It is the
common property of all the people of the
Dominion, contiibuted by all in the way
of taxes, of which the Government of the
day are the custodians and our represen-
tatives are the-distributing agents. They
are in honor and duty bound to make a
fair distribution throughout the broad

withc ut regard to party support, and

of the entire country.

party in power. We are getting far less
than we are fairly entitled to by reason of
our contributions to the public revenue.
The expenditures for the Dominion have
reached a scale unparalleled in Canadian

,history and we would be a poor spirited
'people indeed and apparently ignorant of
ouriust rights if we. threw up our hats in
gratitude for the grants so far obtained.
