The President stated that this wana pgnlar quarterly meeting of the Board, but as important business would mme before it, he would suggest that routine business be deferred, and than me dis eursion on proposed Government guaran tee to the Dominion Packing Company be resumed. Mr. Aitken moved that the regular quarterly business be adjourned until Friday evening, and that the Board re. some the debate. Seconded by H. Haszard and carried. The :resident seii that the discussion on the proposed guarantee of the bonds of the Dominion Packing Company would now be continued. A meeting had al- ready been held at which considerable discussion on this question had taken' place. That debate was adjourned ana invitations were extended to represents-I tive men in all sections of the Province, many of whom_were here tonight. Tnere are some details of the cont'act which the Government cannot disclose until the whole is completed. So lar as the general principles of the contract are concerned, the members of this Boardi know es much as the Government. He did not think the Beard wished to dic- tate to the Government, but to voice the opinion ofthe business men of t-his Pro- vince. If the Government do not obey the voice of the people, they will have io ‘ retire. Asa matter of Government pro- c:dure, we all know that the Board of rude nas no power to dictate to the Government any more than any other body of men. No`doubt this question would be handled by abler men than hr, who will thus give to the Government great assistance in arriving at it right con- clusion upon it. The members of this Board are quite competent to dc-al with this question, and he appreciated their kindness in inviting him to be present _with them on this occasion. The company approached them when we were busy with other mat ers, and he deferred answering for a time. The prop wsal was that a. bonus be granted the company of $3300 per year, or a guarantee of their bonds. The former proposition was not accepted by the Gov- ernment. This Company comes here and makes avaluable proposition. but as to whether they should receive a guarantee or not, is another question. Personally he did not see any good ground for this proposed guarmtee by the Goveriti"i!re*5- This company is composed of men of im- mense raoilai, and why they should ask he could not see. Any bank in this country would give them the guarantee for which they ask on their giving proper security. Then why do they :uk the Government for is guarantee? lf they secure the Government guarantee, it would no doubt. make them a very strong companr, and the would be in a position to compere successfully with any other company in the market. It would simply give this company a great ad\'aUb3&'6 GW? all others in ihis Province, and he could not sec why the "Government should give them that- advantage. We have a pork pecking industry which has already done good work, and which they have pur- chased, but it is not a new establishment. The prop isition of the company in respe ct to pork packing, is ‘not really new. The establishment has been in existence for years in this Province. No doubt if other pa/:king companies knew the capacity of this Province to produce the raw materials for carrying on such :t business as is now proposed, they would al 0 come here and establish similar industries. But he (Mr. II.) uri- dfrstood that the present pork Decking establishment had never been fully sur- plied with hogs. It is not, therefore, a want of capacity in the existing building that is felt, but a lack of the product with which it should be supplied. We are told hy its managers that they coull dispose of three times as many animals as they et present receive from our farmers. If such is really the fact, why make such a great ado about increasing the plant now in use? If Mr. Rsttenbury found it too small, or if the new company in future find it too small, it would he an easy matter to increase its capacity. But. why increase it just now, when it is not really 'requiredl The money for that purpose could be obtained by the company wirh- out coming to the Government at all. He could see reason why this or any other company should not establish as lrge a plant as they like, but to give one com- pany an advantage over another, would be altogether unfair and unjust. When such a proposal is made it is time for the people to say whether they want this thing or not. Tremendous monopolies now exi-t all over the world; some of them in Canada. But can it be shown in any case, that they have increased the price of raw material? If this guargntee is granted the compazywiil be able to fix their own prices for the production of - the farm. for they will be able weani- pcte successfully with the man of _moder- ate means. We should thinkiivery seri- ously before advising the Government to give the guarantee now asked for. We should not put our fingers -in our own eyes indealing with this question.; _ B.
