Onthe other hand, Mr. Harlan does not
occupy nearly so radical a stand-point-,
and, indeed, does no more than suggest
that some indefinite period in the future
fmunicipai ownership should be intro-
duced. It is asserted by interests friendly
to the traction companies that municipal
owncrshipis not immediately possible,
since many of the streets are covered by
99~yenr franchises, which do not
expire for a long time to
come. The United States court
has held that these franchises ure
binding. and an appeal to the supreme
court is now in dependence. Capital is
also being made out of the allegation
that Judge Dunne has associated himself
with certain notorious city elements,
known as “Hlnky Dioks," “Bnthouse
Certainly so far as his public utterances I
are concerned Judge Dunne has commit-
ted himself as “nbsolutely, unmistakably
and untlinchingly opposed to any exten-
sion of the franchise." He says in his
letter to the New York World :-
The people of this city have been ed-
ulcittcti by investigation and reading into
the belief that municipal ownership and
operation of the street milwnys are for
the best interests of the community; that
cd in Great Britain, Germany, Belgium.
.Austria-Hungary, Italy and Australia can 1
be accomplished here and. now; that un-
der the Mueller lnw the city is empower-
systems, and that we are now in a posit-
ion, without the imposition of one
dollnr of taxation upon the people of
this community. to inaugurate this great
reform for the first time in America by
the issuance of street car certificates,
secured upon the income, plunt and a 20-
ycar franchise provided for in the Mue lie
law incase of default in the payment of
the certificates.
The people are ready and the time is
ripe for the change. The result is not in
doubt. in my opinion, the municipal
'ownership ticket will win by at least
l(ll,(X)0 votes.
Tomorrow will see the end of this
possibly historic contest in the municipal
ownership campaign on the American
continent. At the momenet altho the
Republicans claim that they have made
considerable headway and "have the
enemy now on the run," the odds seem to
` incline towards Judge Dunne and straight
municipal ownership.-Toronto World.
