There is no inspection of liquor: I think there should be an inspection of all liquors for sale; I think heavy bqnds shou'd be given by every msn wishing to engage in the liquor busiuess and he should be held entirely reliable for all damage. To Dr. McLeod—I imagine a man would swear to a lie in his own interest if he thought he would not be found out. These people are those who have no menus to put at stake and who take bribes to go on the stand and swear fnlsely. I believe the best thing we could have is prohibition but there would he s vast amount of smuggling and I think difliculty would be experienced in enforcingsuoh a law. The people who would smuggle liquor have only to run the gauntlet and escape the revenue oflicors. The shores of this Island srs very easy of approach, for those who wished to smug- gle. I do not remember whether there was much illicit sale under the old license law. To Mr. Clarke-—Sometimes they would 1 go to jiil, at other-s they would petition the Governor Geuernl and get out. In the towns I would have high license, making the liquor dealer give 3 heavy bond, and try him as it criminal, for every leg that was broken or life lost. There is total liquor prohibition law in the State of Maine. Under the Canada Temperance Act the rich man could import his liquor nnd the poor man could not-.
