Three Different Schemes Hon. Mr. Gardiner: There no three different schemes for check- [n8 ‘ ' ' ' generally. In connection with the first two the government pays ‘compensat’ for stock de- ..‘ ‘ but it does not in connec- tlon with the third. All these plan are applied in the attempt to eradi- cate tuberculosis from dairy and other herds throughout thc country. Mr. Gardiner: My informa- tion is that the maritime provinces, Prince Edward Island, Nova Scotia. and New Brumwick, are now re- stricted areas; that is. they have beensetoutasanuoainwhich an attempt is being made to eradi- cate tuberculosis. The government is extending areas-in other provin- ces as rapidly as the funds avail- able will make this possible. The eirorls or the department are lim- iied only by the amount o! money whch this house sees fit to vbte from time to time to take care of that matter. - v Mr. Benn: Is the amount to be voted for indemnity for cattle in connection with the‘ tuberculosis test more or less than it was last year? Hon. ‘m. Gardiner: The total amount is $6.068 less than it was last year. _ Shipping Fever Mr. Benn: In my district a dis- ease, not; new but one that has be- come prevalent within the last two or three years, needs looking into. It is known as shipping fever, the technical name being hemorrhagic septicacmia. It is a very infectious disease and has resulted in a good many fatalities amlmg herds that have been infected. Has any notice been taken of it by the depart- ment? I! so what is being done to eliminate it? Mr. Gardiner: The department is not touching it. It is an infection that ls widespread throughout the country and one that is somewhat diiilcult to deal with, but the dc- partment is not dealing with it at the moment. » Mr. Senn: Is the baoteriologl department taking no steps at all _ to investigate the matter? Mr. Gardiner: The informa- tion oi"the department is that the disease is due usually to bad hand- ling oi stock and to poor feeding. It is a disease that is likely to de- volop ln connection with the ship- ment of cattle, and likely to dc- velop anywhere. Investigations have been made, and it is general- ly considered to be caused-by bad handling and poor feeding, and o! course that cause can be removed only by more education among the people in connectl with feeding and shipping conditions. Mr. Benn: A good many of the cases that have come under my notice have been contracted while cattle were being shipped on rail- way cars. Even at the Toronto _ exhibition cattle have been infect- ed with the disease, with serious consequen . I! the department have not taken any steps towards investigating the matter I advise that they do so, because I believe thc disease is spreading, and it is very serious, in some districts at least. Mr. Gardiner: I shall be very pleased to take the matter up with the department. Mr. Caldwell: With respect to the question I raised a few moments ago, the minister said it was con- sidered in the United States and Canada that this was S drought disease among horses. a drought disease, but one that de- velops as a result of conditions of hardship that prevail in the area. Mr. Gardiner: Not exactly , prevalent in the districts around Rlosetown where drought had not been particularly severe, and what- steps wene being taken to study it. I think it is something that should be watched very carefully by_ the department. Hon. Mr. Gardiner: I would only say in reply that: it lust depends upon how large an area the mem- ber for Rnsetown-Biggar would take in ’ Rcsetown. He says there have been no drought con- ditions around Rcsetown. My in- formation ls that the drought con- ditions extended north, south, east and west oi Rosetown, and or course you would have the development of any disease that resulted from that in areas which were comparatively small, when they might nave fair- ly good crops. Right around Resc- tcwn it is fairly true that in some years when we have had drought elsewhere, the crop has been com- paratively good, but Darts of that district have been very much af- iectcd. Mr. Ooldwell: I said "not parti- cularly’ affected. Does the minister or the department consider that as is an infectious or contagious f Mr. Gardiner: The department is inclined to think that it is not Mr. Thompson: Is it the policy or the government to tut dairy herds upon application of the farm- ers, irrespective of the number of pure bred animals that may be in that herd? ‘ Mr. Gardiner: The supervised herd plan takes any number at all, but the accredited herd plan ro- quires that five of the live stock be pure bred. ‘ Mr. Thompson: I thhk that, in checking up on disease, to limit them to five pure bred cattle is a mistake. There are many splendid grade herds in the country, and it is just as important that the milk coming from a. grade herd should bepureasthatcoming from a pure bred herd. Mr. Douglas: What provision is made to protect consumers against disease in cattle mat have Been butchered? Oftentimes they are butchered outside and peddled in the town. I know 0f oases where that has been done, with very serious consequences. Mr. ‘Gardiner: That is handled under public health in the difler- ent provinces. . . .
