The Board, which has two student mambers, has three broad function. It is-the deciding body in all pro- perty and financial oper- ations of the University, it is the major link be- tween the University and the community, and it has the ultimate authority in all non—academic matters. It.will.bew_r-.A two (2) years on the 17 of January that my Volkswagen was toWed away from the parking lot behind the barn, at high noon on a beautiful bright winter ,day. Ever since then I have attempted to establish\ my rights, like a "good boy" using the "proper pro~ cedures" within the Univer— sity. Without going into the details - unreasonable, idiotic and absurd as they are! - let me give us a few salient highlights: 1. The University Director Ink .V‘.’ ' § / ittees of the Board; these .being Buildings and Grounds, Finance, Appeals and Staff and Organization. Each of these committees operates on University matters which ‘pertain to that committee under whose jurisdiction the‘matterrinrquestion Tfalls. These committees gather the required data and report to the whole ‘Board for a decision. It is safe to say that the Board is actually a "watchdog" in some sense of the word. Although the! Board makes the ultimate deciSion, it bases a fair number of its decis- ions on information gather- éd or giVen by the admin— istration of the University. In a sense, it make sure of Security has a hand in the (legislative) drafting of the Parking and Traffic Regulations;he also deter- mines offences against the regulations; he also.makes the (judicial) decision that the offender is in fact guilty (without a hearing); he also executes punishment; and he sits r(ex officio) on the Appeals Committee to which one can appeal his own decisions! Caesar never had it so good}! 2.The (Judicial) University Parking and Traffic Comm- ; ittee has shown itself in— capable of understanding or giving reasoned rebutt- als to the most straight— forward argumentation of .facts and the most element- ary principals of justice and the common law. THEY DO, PRETTY 80an that the management is do— ing the job it is designed to do and keeping up on its homework. \ Major activities of the Board include budgets, salaries, and the physical. plan for the University, and many other smaller items. , In the future, there will be consideration given to ,the next priority on the layout of the University, "that is, the new Academic Building. Scales, and smbjéctedtto’ 6. .an abusiVe, intimidating and insulting verbal attack I only wish now that I had been able to get someone to witness that outrage 'on an extention line!‘ 5.My appeal to the Board of Governors led the App— 'eals Committee of the Board to decide in my fav- our and thus to quash the decisions of the Director “of Security and of the University Parking and Traffic Committee. 6.0n October 17 ijgggg Egg, I appealed to the Board again to-reimburse' me for my expenses incurred in establishing and obtain- ing a favourable decision from them on my case. Security is too frequently high—handed, dictatorial and punitive. g The regulations and proced- ures are too frequently unreasonable and unnecess— ary.
