He was the pmo- cer of the twenty-four hour day nys- tem oi' time reckoning. I-le is tho father of thl>‘Pnciflc Cable. He has been Chancellor -'of-Q\ieen‘s Universi- ty for one and thirty years. And he has a few Other achievements to his credit. He sits today in the study at Wfnterholme, his Ottawa residence since 1859, a halo, hearty man of 84, white-bearded, kindly, keen as ever. Around him rise great stacks of. books, among the serried ranks showing longsolid lines of-the dark, leather bindings that bespeak gov- ernment reports; reports of official happenings of which he was no ull- important Part. Around the grey.stons walls of Wint- erhoime are the houses of Sandy Hill, more numerous than' when ile- flrst made it his abode forty-two years ago, showing |, prosperity caused in no small part by thel mi h works in which he has borne_ l it tv his share. His ilfe falls into phases, into epi-‘ szldes. Phase the first. A stout eighteen; year old Scottish lad. educated at his birth-place of Kirkcaldy, already having received some training in his profession of engineering, he finds himself in 1845 in Toronto. He had come by el 300-ton timber ship. the Brilliant; the voyage had lasted for 40 days, and-had been so tempcstl- cus that he had thrown overboard 5 bottle containing a letter to his fath- er; the latter reached the coast of Devonshire after \seven months of *dFift`i'lig"'and was sent to Mr. Flem- ing senior. The lad who found him- self set down in the Toronto of 65 years ago had artistic powers and _ very little money. So he made some water-color pictures, including one of St. James' Cathedral, and he essay-' ed to sell these. One prospective pa- tron whom he canvassed was his countrymen, the redoubtahlc Bishop Strachan. The bishop was kindly,' hut his views .on art wereudisoourag- ing. He urged- the young Scot to turn his attention tosomething at which he could make money. The ad- vice was taken; 'the' yeungman soon found himself apprenticed as a. sur- veyor. Durlng ‘this period, in 1849, he and -a fellow student executed a beautiful map of Toronto, showing every building in existence at that time; it hangs today in the Archives Building. .The scale mae -so small as to cali' »for microscopic work; the young Fleming plotted it, etched it, and did the llthograplling work him- self. -_ One adventure must be noted. In 1849 he was- ill.. Montreal. passini! his elamination, as surveyor; Lord Elgin signed his cbmnuissiorl on the day of the famous riot; the newly-made 0111'- veyor was -a witness -of the mob- meeting which had issue in the burn- ing ofthe Parliament Buildings. He was on the outskirts _of the gather- ills in the Champ de Mars; he sa\v the tumultuous rush of the mob; he saw the torches thrown, in -at the lvindows, to ignite the pile. -He rush- ed in to see what he could save-,en<1. with thnee--others, performed _the chi- valrous mud patriotic service of henr- ing out theportrait ofthe youthful Queen Victorian- That portrait hangs in the Senate lobby nt»0titawa to- illiy- By the way, -the ~prass next morning said that the Picture had been "carried oil by four scound- rcls." Reputation had come. It called him to Nova Scotia, . wllere Dr, Charles Tupper was rising V0 PF-01111113102 ns' a resolute, clear- hchded man who was not afraid to do things. .Sandford Fleming became the Chief Engineer of the Nova. Seo- tia. Governraellt. He built sundry WUWBYB. including the one to Plctou. He was concerned in various negotia- tions. Then came the building ofthe Intercolonfal. It was arranilvd that there should llc three engineers appointed to look into the project: one to represent the Canada, and one to represent the Im perial Government Canada and the Maritime governments promptly nominated the one man, Sandford Fleming When the double nominn tion travelled across the Atlantic the Duke of Newcastle, then Colonial Secretary, remembered this Sandforl Fleming A while before, in 1863 Mr lemlng had had occasion to visli England, he was in touch with tb Rod River settlement, the mor, from which -has sprung the oak o western development; he had written for Dr. Yule I-Iind's book, he hal taken an interest in emigration over and to British Columbia, and hi had been asked to act as delegate tv ress the claims of the Red Rive; settlement on the Imperial authori ties. I-lc did so; in doing so he me he Duke of Newcastle. This wa: what the Duke remembered when hi ame to handle thc lntercoionial pro- ject; and in due time came a. -des patch announcing that Bandforl Fleming was the representative of thi Imperial Government as well as o‘ the Colonial administrations. Bo hi _ was ll board of three in one and re presented all parties. And so in time the lntercolonia was built. It was not easy work Fleming was many years ahead o his time in advocacy of easy gradel and solid constructiolrand he hai' many battles with those who desire the cheap construction which woul mean expensive operation. At our time the Intercolonial constructio work was under a commission; th . commission -was bent on wooden bridges; the Chief Engineer was d. -ixrmined to have iron bridges; an- after a desperate struggle the engin . eer won. It took uncommon ilghtfn powers, for the commission had great influence. But under the deprecatin ‘mfldness of Sir l-landford’s manne flies the resolution which won tha iflght. Phase the third.
