The academy comprises 100 prelates and priests of different nationalities. Quebec Steel Plant Is Proposed QUEBEC (CF) - Vica-Presi- dent Herman M. Mawhinney. of the Steel Company of Canada said Tuesday there will someday be a heavy steel industry established on the Quebec St. Lawrence River shore. Mr. Mawhinney told the Rotary Club there are already two plants making steel beams which will produce some 250.000 tons this year. Bill To Ratify New Tax Treaty OTTAWA (CF) e Finance Min- lstar Harris introduced in the Commons Wednesday a bill to ratify a new tax treaty between Canada and the United States. The treaty, amending the 1943 Canada-U.S. convention for avoid- ance of double taxation. was signed here earlier Wednesday by Mr. Harris and Livingston Mer- chant. U.S. ambassador. The new treaty becomes effective at the start of 1957. A major clause reduces to II Irom 95 per cent the percentage of share ownership entitling a U.S. parent company to the re- duced tax rate of five per cent on dividends from a Canadian subsidiary. Purpose of this change is to en- courage 118. companies to give Canadian investors opportunities to purchase shares in their Cana- dian subsidiaries.
