With him colonial preference, a good thing in itself, is but a .means to the great end. That end in one for which sacrifices might be made by all parties to the compact, for which in fact, if it is to bebrcught about, some sacrifices must be made. She had a long lead in the development of her manufacturing industry, and for forty ` years in many lines of manufacture had no real or effective competitor. Now the United Stales and Germany are closely contesting her industrial supremacy and a new departure has become necessary if Britain is to hold her own. All civilized nations including the Bri- tish Colonies have set up tartil' walls more or less high. Britain alone opens her mar- kets to all comers. Even among tree trad- I ers there must arise adoubt whether she can much longer continuedto do this under existing conditions. It must be obvious to all that a policy under which the most prosperous countries in» the world have grown and thriven could not be so ruinous to Britain as some of the prophets of free trade predict.
