Printed examination papers are to be sent. Out to Commanders in-(‘hief and Senior ()llicers on foreign Stations, under seal, and the candidates’ examination papers, with a report. of the marks awarded at the ex- amination, are to be forwarded to the Admiralty (should the candidate Succeed in passing), together with the duplicate Certificate of health. 16. For all cadets, including colonial cadets, entered under these regulations alter the examination in August. 1869, the annual rate of payment will he, as at present, during the year 1570, and afterwards at the rate of £70 per annum for the period in the “ Britannia,” and £50 for the year in the sea-going training ship, to be paid half-yearly, in advance, to the Accountant—General of the Navy. But the Lords Commissioners of the Ad- miralty reserve the power of selecting from among the candidates nominated at each half-yearly examination a number. not to exdeed 1'2. being sons of Officers of the Royal Navy or Marines, or of civil officers under the Board of Admiralty, with reapeet to whom the annual payment for the. two years in the “ Britannia ” will be £40 only. In selecting these their Lordships will have regard solely to the pecuniary circumstances of the parents or guardians of the cadets. In the event of the full number so selected not suc- ceeding in the competition. their Lordships may make the number up from among the sons of oflicers as above who have succeeded at that examination. 17. Candidates who succeed in the competition will be appointed to the “Britannia.” 18. The date of entry of those who pass in June is to reckon from the 15th July of the same year; of those who pass in Nchmber from the 15th January of the next year. . 19. The period of training on hoard the “ Britannia” will be, as now. four terms; but there will be two terms in each year, instead of three. The first term of each will be from February to July; the second from Augttst to December. A week's vacation will he allowed at Easter. 20. There will be an examination at the end of each term, and an intermediate examination at Easter for cadets in their lirst year. 21. Cadets who join in August and who pass an no- satisfactory examination in December will be warned that they Will be discharged at the following Easter if they do not show sufficient improvement. Cadets who join in February and pass an Unsatisfactory examination at Easter will be similarly warned with respect to the examination in July. Any cadet who passes unsatisfactorin at a subsequent examination will he discharged. 22. Notice will be given of the minimum number of marks which must he obtained at each examination. 23. At the examination at the end of the fourth term cadets will be classified according to their merits in sea-.- manship, study, and conduct; and they will he allowed time for their service in the “ Britannia,” as follows 2—— W l ., Study. The examination and rating of cadets, as mid- shipmen, in the sea‘going training ships is to be regu- x n.-. ._._._..A .._‘.4._. lated according to the time notified in tocir certificates, thus : “Cadets who obtain 12 inonths’ time will berated as midsbipmen at once on psssing out of the “ Britannia.” Cadets who obtain 9 months’ time will have to serve 3 months; Cadets who obtain (3 months" time will have to serve 6 months ; Cadets who obtain 3 months’ time will have to serve 9 months; Cutlets who obtain no time will have to serve 12 months in the sea-going training ships before being rated as midshipmen. 25. After passing the final examination in the “ Bri' tannin” thc midshipmcn and cadets will be appointed to a sea-going training-ship for one year. 26. Any cadet or midshipman who, at any time dur- ing the three years’ probation, may be certified by the medical officer of the “ Britannia” or of the seagoing training ship, to have become subject to any disease or physical defect likely to render him unfit for service, will, on the circumstances being reported to their Lord- ships, be at once discharged. 27. After six months in the sea-going training ship, an examination is to he held. and at the end of twelve months a second; and any midshipman or cadet failing to pass the test at either of these examinations will he at ()1th discharged from Iler hjlzijcsty’s Service. At the latter of these examinations they will he classi- fied in three classes. 28, The examination paper for the first examination will be transmitted under seal to tho sea-going training ship; and the work of the cadets or midshipmen is to be returned under seal to the Admiralty. 29. Full time will be allowed to every mtdshipman or cadet for his period of service in the sea—going training ship; but those who having obtained twelve months’ time on discharge from the “Britannia,” pass in the first class on discharge from the sea-going training ship, and whose conduct has been uniformly good, will be allowed to count an additional six months’ time. In the case of these, the rule as regards the age (nineteen) of passing for lieutenant will be relaXed. Those officers will be allowed to pass their examinations f0r lieutenant after the age of eighteen, provided they have completed the necessary service; but they will not be eligible for promotion from the rank of sub-lieutenant to that of Lieutenant till they are nineteen years of age. 30. The period of service required to enable officers to pass for Lieutenant will he fiVe years, including the time allowed in the training ships. 31. The existing rules as to other examinations re- quired of midshipmen are to be adhered to. 32. The parent or guardian of every cadet will be required to provide outfit as under the present regula- tions, and to Sign a declaration (on the admission of the cadet to the “ Britannia") to the effect that he shall he immediately withdrawn on the receipt of an official in~ timatiou of his being considered unfit for the Royal N avy. Cadets who entered the “ Britannia” in December 1868, or April 1869, will pass out in July 1870, and those who may enter in August 1869. will pass out in Denember 1870. Three months’ extra time will he allowed cadets who entered in December 1868. ‘ CADETS FOR NAVIGATING DUTIES. 34. Twenty-four are to be entered annually by com- petition,—-12 at each half-yearly examination ; 24 nom— inations are to be made for each examination.
