A crisis seems to be approaching in the affairs of the Church of England growing out of the increasing preval- ence of illegal ritualistic practices. The large majority of the laity, _and no doubt a majority of the clergy as we1l,are opposed to these innovations. They will invoke the power of parlia- ment, probably to further define the form and practice of worship in the state church, and to check departure from what they conceive to be sound doctrine and teaching. The power rests with parliament to do this in England. In Canada, where there is no state church, and where most of the Anglican churches are supported by voluntary contributions,the clergy- man may generally make his ceremon- ial conform to his own wishes and those of his congregation, where they can agree. There is an exception in cases where certain grants of land, or other bequests have been given and accepted on condition that the Wor- ship shall be conducted in accordance with the forms of the Church of Eng- land. In this connection a. case is cited in an exchange in which, in one of the eastern provinces a. suit was brought to restrain a rector from using the rental of certain glebe land on the irground that he was departing from the established forms of worship pre- scribed for the Church of England, and the court held that it was com- the rental. that all meetings shall be held on sharp time. By the education bill now before the Quebec legislature the study of I agriculture is made obligatory in all the rural schools and in both the city and country schools drawing is to be are to be supplied with free school books, but the process will be gradual. In New Brunswick also there isa. movement for free school books. One candidate made this the principal plank in his platform-and was de- feated. ` The Sampson-Schley controversy still goes on. As the result of their respective achievements during the war Sampson was advanced “eight numbers” and Schley only six. This caused great dissatisfaction among Schley’s friends who think him enti- tled to more credit than Sampson for the destruction of Cerverafs lieet. Senator Butler of North Carolina moved' a resolution calling on the President to give reasons for the dis- crimination against Schley in the matter of promotion. This brought out a scathing arraignment of Schley -by Secretary Long, in which Schley was charged with having disobeyed the orders of his superior and cf the Navy Department in going to Florida for coal when his ships had abundant icoal in their bunkers. The contro- versy has waxed so hot that Schley has been charged with cowardice by some of the Sampson party. It is now thought that Schley, whose per- sonal courage no one really doubts, will be forced to call for a. court of inquiry. The embroglio is rather an unseemly one. . THE DUKE’S PHOTO. Paris.
