It may be confidently predicted that none of the civilized powers of the world will ever again send ambass- adors to Pekin. The situation is now far enough advanced to make it plain ' that if the Chinese empire is to main- tain its integrity it must be at the cost of such concessions to ether nations as shall form absolute guaranties against outrageous and sudden treachery on the part of the Chinese government There are very few guaranties that China can give which the rest of the world would accept as worth anything; of the capital to a point where the powers holding diplomatic relations with China can reach and protect their They cannot take the chances again of a siege of the legatieus in the inter- ior of China. The essential condition is that the capital of China shall be within reach This wou!d be a hard and condition to exact of a power holding equality in the international family. But China is not such a power and have to accept the position in which her late eccentricity has placed her, and yield to the demands for security exacted by those with whom she associates. There ought to be no difficulty in arranging this transfer of the seat of government. Nankin, the ancient capital of the Middle Kingdom, of China proper, would be entirely satis- factory. But Pekin, which only by good fortune have been taken by the allies after a long and arduous military expedition and which might not have been taken at allif the Chinese had been prompt in flooding the surround- ing country, can never again be th2 residence and trap of foreign ambassa- dors—Boston Post.
