Just case By Harold Morrison tcanadian Press Staff Writer) OTTAWA, (CP) - The govern- ment ia convinced that Ctnadda economy will continue its postwar growth this year, but its advisers have carefully mapped out means of fighting a recession if it comes. The strategy is to employ fully ”built-in stabilizers". monetary and fiscal measurca, public works pro- jects, incentives to investment and even deficit financing in the drive to keep the economy buoyant, an official said Thursday. "Built-in stabilizers" are such things as unemployment insurance. family allowances. and old-age and veterans pensions. These are pro- vldlng an annual flow of about 51.000.000.000 to Canadian consum- cm. This minimum flow would be in- creased ill the event of layoffs since more money would be comlnl 0113 of the unemployment insurance fund. Backlog Prolfllll Canada lacked these "stabilizers" at the time of the devastating world depression of the 19301. The government also has a back- log of public works progrlml. Ilwh as construction of post offices and customs houses, wiharvcs and bridges. Work on these prolecls could be speedcd up if commun'ty labor forces became idle. A kgy to prosperity was the rate of capital investment. expected this year to match last year's record s5,600,000,000. If investment ap- peared to alacken, the government could provide new encouraselmm through lower tax rates on carport- tlons and through accelerated de- preciation: allowing industry to make bigger" write-offs for income tax purposes. Lastly. the government might even reverse its general policy and go in for deficit financial. li10W- ing the national debt, now about sll.000,000.000. to increase slightly. No Blueprint Officials emphasized. however. that the government has "no over- all, grandolse blu6P1'mV' 101' film' in; depression. Canada was not a "socialist state in which the BOV- ernment controls the economy." All the government would do was watch for soft spot: and move in with weapons to strengthen the economic area. Talk of re ccsslon developed among American economists, but Trade Minister Howe laid recent- ly he does not expect any reces- sion. but rather. another increase in the gross national product. sum total of all goods and.nel-vices PTO" duccd.
