The returns from the Registrar (l-sneral's Department in ()ntario for 1898 show that the llfrtll-l‘8t0 ill the leading cities of that Province is giegiily decreasing. In Toronto the decrease is very marked. The city had a population in 1889 of 139,452 and the number of births in that year was 4,946. In I898 the p`-pul\ti0D was 186.517 and the nnmber of births 4,l`2".'. With 47,000 more people ill th, i-itv there were S24 fewer births t¥i._n there were ten years before. Here we have an increase of 90.000 in popu- ation and a decrease of 1,708 in the number of births. In other words, in ten years the bErth~ rate of 13 Ontario cities taken to- gether, had dropped from 31 per thousand to less than 21 per thousand. The latter figures are below the rate in France, which is the lowest in Europe. The birtlirate in England in 1893 was 30.8 and ir: the United States in the, census year 1890 the rate was ab mt 31 per thousand. The object is an excellent one and the sum railed may be dttingly described as hand- some. Perhaps for so good an ob ject extraordinary methods may bs warranted, but we see one or two serious objection to the chains letter plan of raising money. The method appears to be that the person forming the Erst link in the ohain gives 10 cents and byletterasks offthree friends to give a like amount and requests of each of them to solicit three friends to dorhe same and so on. It is quite clear that if every person addressed in this way should carry out the proposal in g00d faith, it would involve an expenditure for postage that would be equal to about one third of the fund realised by the beoelici ries. But many letters will be sent which will dicit no respinre, or at best alettsr on which pastage musthq paid, refusing to join the ahaiu. All such cases must involve an actual less. [tis easy to me that by making al- lawanoa for such cases the collecting I 010 by this method might involve an Outlay of $5 for paper, envelopes all stampato my nothing of valuable tins consumed in writiagnpwards of N a hundred letters. We know of no other plan for raising money which involves so largi an outlay of money and labor for so small a return. It is. however a plan which may commend itself to the Postmaster General as a means of awdliag the revenues of his depart- ment. Statistics of the Transvaal have not been readily obtainable, but some figures have been furnished recently by the Fnench consul at Prctoria.
