Canada is being organized to-day as never before. In every province and in every municipality, under one central head, namely the Department of Agricul- ture at Ottawa, this organization process is being en- gineered \\'itli a view to a greater measure of produc- tion and a higher standard of quality. Until the for- ward movement no\v in progress was inaugurated agri- cultural developineiit in Canada was a sort of go-as-you please individual effort, each farmer and each trader doing his best to out-wit or out-do his neighbor or his competitor. The result \vas a~ heterogeneous race ,in which only the few succeeded and by which the ge- neral betterment of the people made little progress. Ontario farmers led the way and other provinces fol- lowed more or less successfully, in organization by va- rious movements which resulted in farmers’ institutes, \vomen’s agricultural clubs and co-operative societies, of different kinds. _ It remained for Hon. Martin Burrell, the present Minister of Agriculture, to plan the organization of the whole Dominion and this organization is no\v iii progress and is already making its influence felt. To enable him to carry his plan to a successful issue the. federal government made a generous appropriation to be extended over a period of ten years, each province to receive its proportionate _share, the grant increas- ing year by year as the need and the opportunities for expending it to the best advantage developed. As a re- sult of this grant not only every province but every farmer in every province is in direct touch with the. Department of Agriculture, with the Agricultural Col- leges and the experimental farms of the Dominion and of the world. The best methods that science has dis- covered, the best process of cultivation, the most proli- tablc varieties of product and the most practicable ways to the world’s best markets, are no\v within reach of every farmer through the medium of the District Representatives, the short courses in Agricultlire, and the personal work of the different trained experts ein- ployed by the Department. There is no longer any excuse for slipshod methods of farming or of inarke- ting, no longer any excuse for yearly losses on account of inferior quality. The best is within reflch of every one wlio'chooses to stretch out his hand to grasp it. This orgpnization is inaking splendid progre<<. in om sister provinces.
