If the negotiations which are to be resumed by the International Conference in August next should fail in evo`ving a treaty,it has been hintedthat the license system may be discontinued and our dealings with American fishermen may revert to the conditions laid down in the treaty of 1818. This possible action of our govern- mont is said to have aroused some anxiety among the fishermen of Glou- cester and other American ports. And on our side there are complaints that the license system, coupled with the high duties on Canadian fish in United States markets operates seri~ Dusly to the disadvantage of Canadian Hshermen. The license fee is held on our side to be altogether roo small for the privilege which it carries. We have to maintain the samecostly fleet of fishery cruisers as under the old order of things. There is less friction and of course fewer seizures of poaching vessels, but we cannot afford ' merely for the avoidance of irritation to give up our very valuable rights in our territorial waters past.
