Baldwin, of the Supreme Court, addressed the Businessmen’s | Assoc ation last evening on whip- ping as a punishment forcrime. He favored whippir g,but not the public whipping post, tor wife beating and rufiians who knock people down and rob them, bullies who assault passers | by on the streets, men who assault with intent to kill or to ravish, and those who assault young girls or boys.
