L As is well known the large national debt of the United Kingdom has been steadily reduced for many years past, the total reduction rince the days of the Napoleonic wars amounting to a vast sum. Brit these are times of enormous expenditure, particularly upon the naval 'ind military defences of the country ti enable Britain to maintain .that .~"upre_nacy of the seas which is the foundation of her security and prestige. The financial operations of last year left a surplus, it is true, but the larger expenditures of the current year compel the Chancellor of the ,Exchequer to face a probable deficit of £2.000.000. If he followed the pre- Vdents of British finance he would have restored some of the taxes that have been abolished or reduced, and made up the required revenue in that way. He has chosen to make a new de- parture by curtailing by £2.000,000 the amount usually set apart for the reduction of the _national debt. In this country we have little fear about borrowing money and increasing our fedaral or provincial debts. In Britain there is a strong and healthy *sentiment in favor of making the debt smaller year by year. Be it observed that the Chancellor is not proposing to borrrow money. He docs not even propose to cease paying 96 the debt, but merely to reduce by two millions sterling for this year the Illual annual appropriation for that purpose. Yet the proposal has aroused strong opposition in parliament and trenchaut criticism in the press. The Commons passed the budget by a large majority. il-¢.i.__ A DRINKING FOUNTAIN.
