CS JUNE 23, 1900 er ——— A NOTE OF WARNING. The Liberel.Coneervatives of the West River District should loee no time in per~ fecting their organization. They have an uvecrupulous Government to fight against, and nothing will be left undone that is likely to conduce to the election of Dr Douglass. The various engines of corruption which the Government and ity satellites are such experts in handling muet be guarded again-t, and every legiti- mate means adopted for the return of the Liberal~Coneervative candidate. —P A WORD WITH THE GUARDIAN. The Guardian is endeavorivg to extraet suoshine from cucumbers. It seesin the last paragraph of Mr. Anderson’s letiee a straw at which it eagerly clutches to save itself from the indignation of the pro-~ hibitionists whose interests it is endeavor- ing to subordinate to those of the Pineaa- Farqubareon-Club Government. The Guardian “discreetly” passes over the statement of Mr Anderson that the very object of the prohibition bill has been defeated by the action ef the Government. It meglects to give ite readers the benefitof Mr. Anderson’s explanation of the material changes made in the bill after it was submitsed by the Alliance, changes which are so radical asto cause the Als | anee to repudiate the measure in its pres- ent form. It is unwise from the Guardian’s fpolitical view-point to make these matters too public. But if the bill were the product of a Conservative ad- ministration what a‘howl The Guardian would raise. ———- CONCERNING LIBRARIES. Every now and then ave agitation is begun regarding the institution of a pub lic hbrary in Coarlottetown. But hardly ig the matter properly before the peor'e than it is dropped, and the library at the present time is apparently as far off as ever. This is not asitekould be. There is no reason why Charlettetown should not have a good public library, a library that would be acredit to the province. The matter of libraries was in- terestingly dealt with recently by Mr. James Bain, jr., chief libarian of the Poronto Public Library. Mr. Bain’s paper was read at the recent session of the American Library Association, and dealt with the composition of libraries through- out the Dominion. The following figures therefore may prove interesting: Nova Scotia, mice libraries, 90,020 volumes ; Prince Edward Island, two libraries, 7,500 volumes; New Brunswick, six libraries» 50,530 volumes; Quebec, 40 libraries? 670,025 volumes ; Ontario, 439 libraries, 1,287, 667 volumes ; Manitoba, four libra. riee, 46,435 volumes ; Northwest Terri- tories, one library, 3,500 volumee; British Columbia, five libraries, 16,900 volumes ; goveroment libraries, five, containing 250,- 000 volumes, ‘The total number of public libaries throughout the Dominion is 511, containing in the aggregate, 2,420,577 volumes. The most extensive library in the Dominion is that of upwards of 200,000 volumes. paper is described as being of singular merit. It is, we understand, to be printed THE DAILY EXAMINER) comes, the parliament at Ottawa which now contains Mr. Baia’e THE EMERGENCY RATIONS. | rations Tue further the emergency scandal is probed the more aoisome it be- Although the Grit majority on the committee of erquiry are doing al! they canto shut out incriminating evi~ dence on technical grounds the fact has been developed that the food supplied was an impoeition upon the brave boys who went to Africa to fight the tattles of the Empire. The Vitaline is declared tu be po better than in‘ant food, and there does not appear to have been even ordinary care exercised regarding its purchase. THE WEST RIVER ELECTION. The Patriot blows and!blusters about the convention which nominated Dr. Douglase yesterday afiernoon, and makes predic- tions that it knowe will not be fulfilled- It indulged in similar predictions regard- ing the other bye-electioas, but everyone knows the result. Belfast, Murray Har- bor, New Landon aad Tignvish spoke with no uncertain sound. Road orders and “emergency” rations will not save the Government in the West River District any more than they did in the other places where bye-elections were held. Dr. Doug lass’ defeat is already freely admitted. —<— — NOTES AND COMMENTS. —Canada has been awarded first priz2 for her display of timber atthe Paris Ex- hibition. —Sir Charles Tupper got after Mr. Arthur Peters im the House of Commons yesterday.
