a » = «GRAND | SPRING —MIEINE NY + OPENING | WEDNESDAY P APRILAGI A f fi te * “7 IU From 2p. m, to6 p. m. + Pi & The Millinery Leaders. Ch’ town, ‘the filling Haszard’s first are over governed ” Few will oppose Mr. proposition, “ we, there may be some difference of < pinion about the second, ‘‘ at present the expen- diture 18 as low as it isever likely to be,” —but all will agree with the third, viz that “ the best interests of the Province are being sacrificed on the altar of office. holders and office-seekers, so that the ins may keep in, etc.” From these we pass at once te a consideration of Mr. Haszard’s propesal that Provincial politics shall be dropped, and an effort made to “ raise ‘he change is that which Tae Examiner has | advised Mr. Haszard and all other dies satisfied Liberals to take, viz—join the | level ; just received at Sanderson &@ Co. THE DAILY EXAMINER CHARLOTTETOWN, APRIL 17; country out of the ditch,” and by selects ing some good. level headed men from both sides of politics to frame & new policy that will commend itself to the people. Reference to the conditions that now exisi muet convince every thoughtfal mao that this proposal is at ynce untimely and impracticable. Twi parties have deen and are in existence in his Province ; and one of these parties is n open, notorious, flagrant, we had almost | written criminal, co-partnership with the | larte-Laurier party of the Dominion of | Canada, Io these circumstances it is, evj ntly, pot practicable for an impartial P vinclial comm 1sel< D, €&UCO a8 that &Fug- sted by M Haszard, to bring about a ition « b-pa an government, | “Level headed” 1 n, who are also honest 1 sincere, ¢ iy b yereuaded to cept a commission wi these coaidi- ons prevail. It is not likely, itis highly mprobable, that a comm issi0t fthe mo-t ‘‘level beaded” men in the Province could frame a policy that would ‘‘commend itself to the people.” Even hough Mr. Harzard himself were the chairman of the Commission. there would be found, in this free country, men who would, under the present conditions, differ with the policy; and so there would, at the old order would continue to prevail. It is once, again, be two parties, and avident, therefore, that the existing con- ditions must be changed before the res form desired by Mr. Haszard can be ac- complished. The firet step towards the essential opposition and Lelp to form a strong party tocarry reform, Then, after the party has been formed, aod after the public accounts have been published and all the corditions are known, let a headed” committee of the best men of the new party or government be appointed, and, in view of all the facts, let them frame a new policy suited to the: conditions and calculated to promote the welfare of the Province. Let the policy be submitted to the people for fuil discus- sion and an authoritative decision consti- tutionally expressed. Then the reform needed may be effectively carried out, in accord with British practice the world over. The idea of getting rid of parties, under existing conditions, is chimerical and ridiculous ; and it is propagated by the Guirdian, only for the purpose of mis- leading the more credulous portiou of the community. We believe that with a Legis- lature reduced as Mr. Hasczard suggests, financial and party co-partnership between the Do- minion and Provincial abolished, many of the evils appertaining to party Government in this Province may be abated or wholly destroyed. But acondition precedent to action io this direction, is the withdrawal of support from the government wh:ch has prostituted jteelf to the Liberal party of the Dominion and has proved itself to be incapable and, corrupt, and the formation of a strong party of honest and patriotic men deter- miped to institute reforms. We know that it is hard to sever party ties. But when the interests of the coun- iry require it, honest and patriotic men will not hesitate to perform the operation, however paioful it may be.
