April 27—The United States National Associat- ion of Manufacturers said today one out of every five members re- plying to a questionnaire reported price cuts had been made since the first of the year on at least one product. while the remaining four answering had made none. The N.A.M. said the question- naire was sent April 10 to its 16,563 members, and that the sur- rey is based on replies from the first 5.742. Ninety-eight or two per cent. of those replying. left. that. part of the questionnaire blank. The members were not queried on whether they had made any price increases. Manufacturers said the main reasons they could not make price cuts now were: First. the uncer- tainty of cost. and supply of ma- terials; the future wage scales; and third. low labor efficiency. Earl Bunting. N.A.M, president, said the surrey was made because the public was “being thrown off the track too much by rumors" and was indulging in a "little post-war hysteria gver the high cost. of living." He said it was wrong to com- pare present prices in a free mar- ket with “theoretical prices in a government control period. when ceilings were placed on something that as often as not was not oven available.” Replying to the questionnaire, a large number of manufacturers contended that they had "vigor- ously resisted unwarranted price ine cases.“ a fact which they be- llei d should rank along with price reductions in the credit col- umn. 'I‘lie N.A.M. published the first results of its questionnaire at the close of a week of wide public discussion of priccs. highlighted by inauguration Tuesday at New- buryport. Mass, of a community plan for a l0 per cent across-tho- boiird price reduction. A spokesman for Newburyportk development. c c u n c ll estimated that at least 100 communities throughout the country either had put the plan into effect or were planning to. Many other com- munities were skeptical. A test of the plan. some busi- ness leaders observed. would come when dealers replenish their stocks -when-it can be seen whether producers and distributors also mark down their lines in suffic- ient over-all strength to permit arbitrary retail cuts to remain in effect, Bunting laid the blame for soaring prices after office of nrice administration controls ended on the Governments policy of buy- ing grain for overseas shipment "without. taking the millcrs into its confidence. thereby creating ani unruly market." The Government's "unwise pol- icy“ sent wheat prices tip 8i a bushel in a few weeks, he said. and that "wild increase“ then, “spread across the board."
