To one who has not accompanied a British Army on a campaign for a con- siderable tirae past, the superiority of the rank and file of the present day is very noticeable. They are older, steadier, and more reliable then they used to be, speaking generally, and more especially of the infantry regi- ments. There is something very ad- mirable about “Tommy.” There is a delightful simplicity about him. Of course, he grumbles he could,never get on without that; and his language is shocking, but he is in many respects generous and unselfish, his discipline is splendid, and his indifference to danger is admirable. There is no- thing boastful about him, and he does many fine actions without in the least knowing that he has done anything out of the common. He takes every- thing as it comes with the most delight- ful indifference He does not worry himself in the least when going into action with thoughts of getting killed or wounded— it’s all in the day’s work. Up to a certain peint these men all act alike, but when danger becomes very imminent, when the enemy press very closely, and shot and shell begin § cut- ting men down wholesale, then gradual- ly the men act individually; some show a strong disposition to retire, some show temper, and want to get at close quarters with their foe. It is at these critical moments that the British officer, almost without exception comes out well. While the men are advanc- ing in skirmishing order, lying down often as possible, the officer is not so much in evidence, but when this hesi- tation begins to manifest itself up leaps the officer, colonel or subaltern, exposing himself to the enemy's fire more or less according to the necessity ofthe case “Steady, men!” ‘Forward there on the left !” Sometimes there is evidence of a slight panic in the ranks, in which case officers still further ex- pose themselves, and what they say to the men is not to be found in the soldier’s pocket-book. Yet, taken in conjunc tion with the action of Austrnlia gen- erally, and of Canada, it fully demon- strates that there is complete harmony and unity of purpose between the component parts of the vast Empire in everything relating to Imperial in- terests. Imperial Federation, long the ideal of far-sighted politicians, is fast becoming an actual achievement, a matter of practical current politics. Here is the document, which is one of inestimable political importance :— “People of New Zealand wish to ex- presss their endorsement of the pos- ition taken up by thz Imperial Govern- ment, decling to ailow the intervention of any foreign Power in the settlement to be arrived with the Transvaal Re- public and Orange Free State, and not to assent to either State being inde- pendent. The Pro-Boer agitator, Mr Vansiclen, says the Delagoa Award was settled at Geneva on Tuesday, and the sum awarded is little short of five million dollars, including expenses.
