March 24.-(Special)-In i the Commons the debate on the address goes on with alternate Liberal and Conservative speakers but developes little that is new. Yesterday there were speeches from Stenson, Casgrain, Talbot, Craig. Brodeur, Osler, Britton and Moore. It is only threshing old straw after the leaders on both sides have spoken. Hon. Mr. Fisher, whois out of the Housea good deal, is thought to reel aggrieved with the attitude of the Pre- mier and his colleagues on prohibition, of which measure he has long been a pronounced supporter. But hav- ing relieved his breast the leader of the Opposition resumed his scolding tone and became himself again when he reached the plebiscite. Yet perhaps ,this was hardly it either. Sir Charles had abandoned the scolding tone to shed a tear on the bosoms of those prohibi- tionists who have been looking for legis- lation from this government. He told them what reason they had ` for being dissatisiied. Hc held out his arms with the invitation. 'Come to me-not that I may give you prohibition, but that you and I may condone together on the weakness of the party on the other side, who will not give prohibitiom’ This was the barren consolazion which he had to offer. He told them that the government was blainable for not hav- ing done something in the matter of prohibition. But he did not tell them that he was going to help them in any way. Sir Charles took the position that the government had deceived the prohibitionists and that it had not been carrying out its pledge. He wished to say that the government had broken no pledge te the prohibitionists. because the latter had made no demand. ` DENiEs ANY PLEDGE. The government had made no pledge to the piohibitionists as a body, a class. ani association. It had made a pledge to the Liberal party at the Otawa con- vention of 1893. That convention was attended by Liberals of all classes and views. by Liberals who were prohibi- tionists and Liberals who where not pronibirionists. It wasnatural enough that those who favored prohibition shouid strive to obtain the adoption of that policy.
