It is contended b auti-expansionists that the new polio ually to destroy the force and effect o sage to Congress he laid down in brief that the United States should hold aloof from Z the Eastern Hemisphere and would not li in any way interfere with the a.ffairs of the old world nations, but would resent any attempt of old world powers to make conquests, or acquire new territory in North or South America. Upon this basis the United States proceeded for 75 years and upwards quite consistently. It was on this basis that the United States re- fused, though invitei to take part in the international partition of Africa in 1855 and subsequent years. At that time United States trade with Central Africa was actually greater than that of several of the powers which took part in settling the affairs of the Dark Continent. It isto be observed that no European nation except Great Britain has ever ex- J to the Monroe Doctrine. Britain has done so and could well afford to do so. As the owner of one h/alf of the North Americani continent, with Newfoundland and her possessions in the West Indies and South America, she stood to gain rather than lose by maintaining the existing order of things and having otherEuropean nations shut out from acquiring possessions or in- terfering in America. Hence in the Venezuela episode Britain quite frankly gave recognition to the Monroe Doctrine in a manner which gave offence to the nations of coutinputal Europe. Put it is quite clear that if the Monroe Doctrine is to be maintained it must be in its entirety and not merely one half of it. The United States is in a position to ` O half the doctrine because the remaining THB WOR!-D’S WOES. or Edmanson.
