After a short resume of the history of Synods, he showed how that they are now essential, since the Crown has ceased to appoint Bishops £ for the Colonies. There is now no mode of filling a vacant diocese ex- cept throagh the action of the Synod. We have obtained the amendments to the Church Act approved at last session, and the qualifications of voters at Parish meeting 1s now so clearly defined: as to leave no room fer doubt. The church has erected a suitable house for the doys at Windsor; and we ought also, he says, to provide one for our girls here in Halifax. <A tribute was paid to the late renerable Dr. Cochran, and the absence threugh illness, of Dr. White, one of the senlor clergy, was referred to. The law with respect to grants to denominational colleges was next touched upon. Under the last Act of 1876 (page 40) they wil all eXpire some time in the course of next year. The church receives $2,400 for King’s College. The loss of this, he thought, would b+» most disastrous.
