I did hear that the Prom. lGI‘ had threatened to resign unless something would be done. and I sup- pose that is what this change refers to. BINCERITY IN TEMPERANCE I come now to the question of pro- hibition. The hon. member from Rus- tico (Hon. Mr. LcPage) accused us of smiling when he spoke on m1; subs Ject the other day. I am sure he would not have us bow our heads when he speaks, and any "Int us P11?!" It might sllfilfisc him to know that we thinlrourselvee lust as lin- cere as he is. Ind that we are as much interested in temperance as any one In this Iluuse. MR. MCPPJIEZ: It is a peculiar kind of temperance. I am not able to understand it. MR. ARSENAULT: That is just the point; you think that your kind of temperance is the only kind that ls sincere. What I do not like to hear i1 that we are not as good people as those who preach Prohibition. But we do not bcllerc that preaching Prohibition and _ ctlcing icmpc once are the same thing. A man may take e drink and be a very temper- ate man; and a man may preach Pro- hibition and be very liltemperate, Ev. en the member: c.‘ a: Alliancejor some OFUIOID, will take a drink of liquor. If you think that prohibition is doing the work. very well; you one entit- led to your opinion. and I hope it is sincere. But let us look at this pro- position as reasonable men. Is there as much liquor consumed. per-cap- ita. in this Province as in other Prov- inces under other systems of liquor control? I claim that Pro- hibition has something to do with developing that mentality. and we must have something to counteract that influence. It might babettcr to give, the doctors more scripts. because we know that after the 8th or 10th of the month a good many of them have no scripts left. The senior mem- be: from Sumrnerslde (lion. Dr. Mc- Nclll) knows that! What is a. mlln going to do if he needs liquor atlthe end of the month? He cannot get a script from the doctor; what is he going to do? HON. IVER. LEPAGE Do without MR. AILSENAUUI‘: That is a fine Christian sentiment! If he. ehcuid have it as a medicine. why should he be compelled to be sick only in the first wcck of each month? (Appluugu) THE ENGLISH STANDARD Much has been said about condit- ions in the United Slates. But after all. we should not take those people us a standard. Look at their divorce lows, their administration of Justice! Their jurists are forced to admit that Canada is away ahead of them in the administration of justice. Why should we try to emulate them in the matter of prohibition. An article was read by my hon, friend from Bedeque (Mr. Wright) with regard to conditions in Kansas. I think he said that the peuitentiaries and jails were deserted. that there was more prosperity in the State, and that it was all due to prohibition. But what are they doillg with the Jails in Eng- land? They have no prohibition over there, yet they are closing their jails. There is less drunk- eness in England. and conditions are improving every year. Let us look to the stanflards handed down from Old England, rather than to the standards in the United States. to_mould the character of our people. After all, we are a province with a population of less than 90.000. The other provinces‘ cf Canada have a population of neur- ly 911000.000 people. In other words we have one man for every ninety-rune living in Canada. The other Prov- inces are under Government Control. so that there is only one man out of every ninety-nine in Canada that has to form ‘as: roar-nan; :.::.: under tho law of Prohibition. Should we not admit that the ninety-nine others living under Government Coll- tral are seeking lust as much es we are. the moral and spirltuill advance- ment of the country’! Why say that throughout the length and breadth of Canada there is only one wise erction and admit that other people have a right to their opinions. We are not. however. discussing the merits of prohibition vs Government Control. That is over. We ore think. ing now about those pledges that the Premier, as loader of the Liberal party In this province, gave to the elector- ate in his platform of 1921. He claims that he has nu lemcnted his prom- ises and made prohibition a success. We clainmthnt he has not, and that it is up to the Government to do a little more work along the lines of enforcement of this Act, while it is on the statute books. What is the use of lion. members shutting their eyes and saying that no liquor is be- iiiiz consumed in this Province since this Government came into power, when they saw all kinda of drinking and violation of the law when they vicrc in Opposition? The idea of a man getting up and saying that there were 400 people drunk at a horse race in Summersde three years ago. and tlint this year there was not mcnts that have been made. For my part, I hope were were never 400 drunken men at n race in Summerside at any time. But l’ do say that there are people intoxicated at every race. emment Control for a few that show signs of intoxication at public gath- erings of that kind. It is quite true that the sales have been restricted through the vendors” stores; but I think that should not be when we consider that the sales on the oth- er hand are increasing. The Prem- ier has admitted in his famous "con- fession" that they are using all kin‘ s of methods to evade the law. Liquor Consumption We have it on good authority that one-gallsn tin cans an being sold in large quantities ln this Province. l-‘or what purpose? Some use must be found for these containers. I am informed that one hardware firm sold 4.000 of these cans: and if you multiply this number by the number of hardware firms in the Province. it \\‘0u1cl ‘mean a sale of some 32,000 gallon tin cans in one year. we know very well, Mr. Speaker, that these cans arc meant to contain rum .If you multiply 32.000 gallon cans by six quarts of rum each, you have 1211“? 121i": 1:’ we"? The‘. liquor is always diluted by the boot- loggcrs. so you can multiply that at least by two. which would give you 384.000 bottles of rum, sold illegally in the province. That is only an es- timate of course. and it does not in- elude the whiskey that is sold by the ease. - HON. MR. LEA: That is frenzied man to ninety-nine that are not wise?
