Bulmer, of Halifax, barrister and probibitionist, senu`S THE GUARDIAN a letter which is far too long for our short columns, but we would like to give our readers a. taste of his qual.ty. Mr. Bulmer ex- presses hiuiself with great force and some degree of bitterness against the Laurier government for their refusal of prohibition. He had been their supporter for a time, and had once, inl8c7 contested Cumberland against Sir Charles Tupper himself. He had hoped that on the mandate given in the plebiscite the Laurier govern- ment would have given us prohi- bition. He finds now, litting exposi- tion for their refusal in Victor Hugo`s History of a Crime, and in Mangin’s History of aCheat. Ani yet, says Mr. Balmer, “the government did not become criminal all at once.” In the beautiful ritual of one of our tempeiance orders we are told that “unwavering lideiity is a better advo-_i cate than violent denunciation.” No one doubts' Mr. Bulmer’s fidelity to temperance- and prohibition. Wel could wish that he had abated some- what of the violence of his denuncia- tion. He now thinks that the gov- ernment have acted 'with deliberate periidy and treachery in all their deal- ings with the temperance people. We quote : It appears to me that the government in dealing with the question of prohi- bition have acted from first to last on the great _maxim of Charles I. which was, “tp put something into his treaties which might give color to refuse all that was.in other things granted and to make them signify nothing.” To the credit of the English race. be it said, a scaffold darkening one of the chambers at Whitehall was the end of that kind of dealing with the nation, and may we, in the seventh generation here in Can- ada, prove ourselves worthy of our fathers bv metinz 'ut to the present government exactly the same fate. If Mr. Bnlmer is- severe upon the government he is none the less seve rel upon those so-called prohibitionists in; parliament who have now become the? government-’s apologists for refusing; to obey the expressed will of the ma- ! jority. We quote again : 3 The members we sent to support thel government have in their ccnsciences sprung a sudden leak and have drifted! back into neutrality or joined the maliv-' nants of the government _ In most of the speeches which I have f 'read they paw and mammock the ques-f tion in the interests of the government; like a tavern biscuit. Put a hound in 3 the presence of a deer and he springs, at its throat if he is a true blood-hound. § Put a genuine p°rohibitionist in parlia- ment and he would spring at thef throat. of the present government, or? any party standing between him andl U 'the suppression of the liquor traffic: But with a lotof more-nary _noise ma- hors such as we have supporting the? government, Canada is nothing but al rummaging bag into which each _ man! thrusts his hand. Everyone of them; are ill at ease over the betrayal- feels; himself a fraud and knows himself We sent them there to suppress the liquor traffic, not to lie 'around the doors of the _ministers like? a-lotoit lame beggars uniting' to' popl- intoany Bethesda which offers. May th live and die in aervile conditionl lioringsfor which they have held out their heads. S By “the borings” is to be under- stood a reference to the method in the days of Moses by which a man voluntarily became a slave, and his master bored his ear vith an awl in token of the agreement. Having thus disposed of the recreant prohibi- tionists who have become the apolo-‘ l All-wise has sei between man and the _achievement of every noble purpose. lblo thought ever entered my mind that at t‘.ie head of ~a govt-.rnment with boundless patronage, cunningly hiding his time, he would come down to Par- yliament and deliver a message in answer to the solemn vote pf the people nioie fatal to liberty than anything S uarts. Mr. Bulmer sums up the cost at which the will of the people in the plebiscite was 'declared-$250,000 in taking the vote; a million expended in the canvass and another million on election day. “Write it in letters as high as the R-ockey Mountains that on the patriots of a nation and with has in view.
