To made to Germany as likelyto prevent imoming the time of the C0m_ the commission coming toa just and ‘ fair agreement. G The despatch telling of a conilict A s those not familiar with parliamentary proceedure this may not appear so is that in all British countries the first duty of parliament on hearing the opening speech from the represen- tative of the Crown is to fi ame and adopt an address in reply. Until this is done all other business is ex- cluded. No bills can be introduced or considered, no money voted for public purposes nor can any of the ordinary functions of a parliament be entered upon. e It is quite right and proper that the government should be called to account for what the have done or between British tioops and Chinese Hong Kong is the chief em- porium of British trade in China, and ar _ery rom e main an mig t Russia and Germany, it was found ¢ » » Y improperly omitted to do during the i‘e:ess. It is the legitimate function of an opposition to do this. If is were possible for the opposition to secure a vote of “no confidence” dur- ing the discussion of the address it would be competent for them to do so, turn the government out of _office and cause a new administration to be the slighest hope of securing a vote As is well knopn, after the leaders of debate on both sides of the House have spoken at length there is noth- ing new to be said, nothing can be profitably said so far as the country is concerned, either in attack or de- fence. The government never will- ingly prolongs a debate on the ad- dress. The Ministers of whatever party may be in power are always de- , sirous to have t-he address passed and the work of legislation entered upon as speedily as possible. There- after they are anxious to secure the passage of the measures they have prepared and to have the necessary moneys voted for the public service. It is therefore the opposition and not tho ministerial party that has so needlessly and most unusually prolonged the debate on the address during the,~present session. We submit that a. 'month is too much to waste in mere talk-much of it idle and worse than useless. Speeches of from three to five hours, and even six and-a half hours have been made day after day, from' we-ek’s end to week’s end, until one third ~ of . the length of an ordinary session has been wasted, before a. single bill has been introduced in the Commons or a. single do lar voted for the public service. This is not only-a waste of time and of public money. It is a. political blunder on the part of the opposition leaders. The sensible, bus'y, working electorate of Canada will not approve of prolonging the debate on the address to such length. It is an obstruction of public business that can serve no useful purpose and can- not inure tothe advantage of the party responsible for the everlasting flood of talk. *ii Bentley’s Liniment the modem Pain Cure Price I0c. l .Spring Trade 3 The time has come when you should look up your ward robe and se 'how you are .fix ed for spring wax. It is the greate=t of all known blood-makers and blood-puriiiers. It builds firm, healthy Bésh, but does not make corpulent people more corpulent. Unlike cod liver oil, it does not make flabby flesh, but tears down the unhealthy tissues that constitute cor- pulency, carries oil' and excretes them, and replaces them with the solid, muscular tis- sues of health. It drives all impurities, disease germs and acids from the blood In Dr. .Pierce’s Conimon Sense Medical Adviser many sufferers from rhentnatism, whose cases were considered hopelless, tell the story of their recovery under this won- derful medicine.
