OUT OF OUR ABUNDANCE
The be11i1t_iful weather oi' the past few days has been a
great boon to the fariners in gathering 111 the harvest, u
very large proportion of which has now been safely housed.
l-‘rom every section of the province the cropreport is
the sonic-tlie hr-st in years. And this applies to every vcr-
\\'hile we in this province, k11ow little of even a partial
failure we have never experienced 11 complete failure. We
htivc never lost 11 years crop either through failure 111
growth or through unfavorable weather in harvesting.
True there have been off years in some particular vari-
eties. and some diiliculties and even losses in harvesting,
hut on the whole our annual crops have averaged nearly
ct-11l11e 111111 with occasional "banner years."
The present year is 11 banner one and there is much need
of it. The world, on account of thc war, needs all the food
we can raise. ln Europe millions of men \vl1o heretofore
have been producing food are engaged in war and the crops Z'
in the prin1~ip11l food producing countries will be short.
liloreover the waste of war will make serious inroads on S’
the food supply so that for the next few years the w0rld's a
food producing countries will be taxed to their utmost to
supply the dc-in11nd. There is need, therefore, of our ex- it
ceptionully large crop this year; there will be similar need
for years to come to supply the markets, and in supplying
them much profit will accrue to the farniing countries
tlirougliout the world, in which profit we shall have a share.
llut there is another and higher consideration which we
ust not lose sight of. This war, although our very exist-
oiice depends upon the outcome ot it. has touched us light-
ly in coinparison with the scourge that it has been to those
eotiiitrics in v.'l1icl1 it is being waged. Others are doing our
\vork for ns. battling to keep our einpire‘s flag flying, to
keep our tradc routes clear, to in11ii1t11in our niitional exist-
eiicc. We have 11 right to help them in wlintcver way we
r-an and one of these ways is now being opened up to us.
From our abundant crop of this sensoii we l111\'c olieretl
through the provincial govcriinient, to contribute 100,000
bushels of outs as a free gilt froin the farnis of Priiice
l~Zd\\'ard Island to help out. Our out crop this year will be
over tl,000,00t) bushcls; our gift will amount to only one
si.\'tietl1 of ihis, one bushel out of every sixty, a sinall gilt
surely in so great 11 cause.
That the gift will he niade cheerfully we have no doubt.

ITALY AND THE BALKANS
The possible entry of Italy and Turkey into the lntemn-
tional clearing house introduces a new series of possibilities
into a war which is already bewildering to follow.
Judging from thc recent demonstration in Rome the sym-
pathy of the people is directly with the allies, and they may
force the Government to take decisive actlt-in. That would,
of course, mean that Turkey would follow suit. and then
the fat will be in the fire. For the entry of Turkey will
certainly set the little Balkan nations into a fury. They
have been straining at the leash ever since this war of the
Mi1d`Kaleer's started, and now it will be utterly impos-

There are already rumors ol negotiation; between the
Balkan States, and it must be remembered that this will
bring to the side of the Allied forces st least A million of
magnificent veterans, trained in an even Mercer school than
the one now in action in mid-Europe. lt is almost certain
that the Sick man of Europe will receive is worse jolt than
he did last time. it only because he has not had time to re-
cover his morale from that affair Turkey's commissariat
and general organization are also said to be in 11 hopeless
state of confusion.
But there is another side to the new development ofthe
situation. The Balkan States are hemmed in geographi-
cally between Austrla and Turkeyand it is no exaggera-
tloii to say they are 'almost as bitter, except Bulgaria.
against one of their neighbors as against the
other. There are ten million Roumanians in Eu-
rope. ot' whom nearly a third are on the western side of
the Carpatliians, that is in Austria. 'I‘l1eir_treatment there
is on the best lines of German-made bureaucracy, for their
nationalism is stifled and trodden underfoot and they are
forbidden almost to think of Roumaufa.
Moreover Servla and Montenegro are planning to com-
bine iiito one kingdom and they are determined to have
under their banner the Serbs of Bosnia and Herzegovina,
so shamelessly annexed by Austria. With these four and
the famous little strip of Novi-Bazar, between Servia' and
hloiiteiiegro, they will be a. distinct power in Eastern Eu-
rope.
Italy, has nearly a million of her people to release from
the yoke of Austria, and will not miss so good a chance to
right their wrongs.
It must also be remembered that all these captive na-
tions stirring into new life under the tyranny of their oppres-'
sor, are an absolute danger to Austria just now. They cer-

quote that extremely busy phrase, the worst is yet to
come.
~ THE BASIS OF iT
When so much is being said and so many lessons are
lbeing drawn from the example of (‘an11dii. and the United
States, livliig side by side for one hundred years 111 peace
and amlty, 011 either side of an undefended border, lt is
important that the significance of this unique and happy
condition should not be over-estimated or misinterpreted,
s it has been many times of late.-
True it is that Canada and the United States have lived
'de by side, like friends, for one hundred years with but
n imaginary line between thc two countries. A11 inspiring
paragraph of peace has thus been added to history. But
is important to bear in n1i1\d what this condition was
founded upon all this one hundred years. Was it due to the
friendly feelings natural to the living side by side of two
peoples uiuch alike in manner and customs and speaking
11 common tongue? To some extent these conditions help-
ed towards tlie happy reign of peace. But fundamentally
it was due to the solid fact that the foreign policies ot'
Great Britain and the United States did 11ot run counter to
each other seriously during the course of time. \\’ithout
understanding the advantage of the cordial relations be-
tween (lanada and the United States, and with due regard
to the desirability and value of this condition, one may yet
admit the hard fact-that Canada was only one big pawn
in the game all this time, and that,-had the foreign policies
of Great lirtain and the United States come into serious
collision during the hundred years, there would have been
11 stampede to fortify that “undet`entled frontier."
Diploniacy deals with these hard, cold facts, with which
paciiists need not bother. The decision to leave the fron-
tier unilefcniled was reached and nialntained in 1111 atinos-
phere in which sentiment between two great Anglo-Saxon
peoples undoubtedly carried weight, but it is a question
il` this was thc determinitig factor. A knowledge of world
politics leaves one satisfied tl111t the happy condition of two
peoples much alike living side by side is duplicated, prac-
tically, by two foreign policies \vl1icl1 happen to live side
by side as well, particularly in this matter ot' oeaee
and war.
All this is pointed out to show that too sanguine lessons
as to tl1e proximity ot' world peace'mu_v _easily bc drawn
from the fact that tfanada and thc United States have
exisletl for one hundred years without figliting
cacli other. It will be noted, at the same time, that
both countries have been mixed up in other iiiteriiatioiial
quarrels. And, lnstly,‘it will be borne in mind that thc(1an-
adian und the American in many essential and important
qualities are as alike as two peas. -’
In our opinion, a better example of what can be done to-
wards world peace is furnished by the maintenance for
years of the Triple Entente or the Triple Alliance. llere
were foreign nations, harboring inherited grievances whicli
yet were able for years to remain at peace with their al-
lies. Tiioy traded off’ their grievances and coinpromised
as sensible individuals often do. Yet they had neither lan-
guage nor, in all cases, csseiiiiai policies, nor religion in
coiniiioii.-News.

Country we would not be able, we who take upon ourselves
the reputation of a great nation. to send a. single bushel
of our wheat across the seas. The thousands of French'
Canadian tourists, priests and pilgrims, who vlliied
Europe, would never have been able to return home had
it not been for the protection of the British fleet. It is to
be hoped that the terrible crisis through which we are
passing will be a lesson to us and that wc shsll.never
again see politicians, of either party, seeking to deceive

X.-A WORD FOR THE HOME-
LAND.
Before concluding this series of
articles I shall endeavour to .avoid
or to remove a few misconceptions.
Firstly, as to the patriotism: if a
patriot is one who wishes his country
to denonilnate the world I am not a
patriot; but if a patriot is one who
loves his country as he loves his mo-
ther, or his friends, or his wife, seeing
her iuerits as well as her faults, hop-
ing that she may be happy and free,
trying to be helpful to her when he
may, then I ani a patriot, and have
been always.
Next, as a. Jingoism. He who ap-
peals to his countrymen to arm in
their own defence is not 11 Jlngo. He
who warns them of their dangerous
unreadiness is not a Jlngo. He who
tries to rouse them to consciousness
of the threatening conduct of a for-
eign nation is not a Jlngo. The Jingo
is one who is boastfully and offensiv-
ely aggressive, who vaunts his coii11-
tv°v‘1= power. who shouts for war up-
on the lightest provocation. I despise
man, or 11 French. or 11 Russian Jin-
and dislike a bully. But if \ve con- _
demn a British Jingo, why should we

is the maintenance of the balance of
power. That course requires that
Britain shall be prepared for war.

she is 11ot prepared for war.
Next. as to thc use of the word
Army. Many of those who advocate
the ralsinglof Volunteers or Militia
for home defence make the mistake
oi’ supposing that a large tiiiinber of
soldiers is 1111 army. Such a force
could bc raised mid trained in less
than a your. Yet it would not be an
army in the true sense of the word.
it is possible to make 11 soldier 111 u
year. or less; but not nn orniy. An
army must be trained as an army. not
as 11 number of separate squadrons
or hatalllons. lteginients must be us-
ed to working in divisions; divisions
ninst he trained together as an army.
lt is the training of the officers and
generals und the practice of coherent
action by large numbers of troops in
strange country that take up the
time. 'lfhen there is thc organization:
the transport. the hospital service, the
comniunit-ations, and there :irc the
