The average age of the present membership is slightly over 85 years. At the present writing the Senate of Canada consists of 90 living members, with six vacancies. The full membership has been 96 since i914 when legislation increased the complement frolrl 87. When the Senate was formed in 1867, the membership was 72. At present the‘ representation is as follows: Ontario and Quebec 24 each; New Brunswick and Nova Scotla, 10 each; Prince Edward Is- land, four; Manitoba, Saskatchewan, Alberta. and British Columbia, six each. While the senate does not possess the prlvilige oi initiating money spending legislation, and exercises no control over the finances oi the country which are purely the busi- ness oi the elected representatives under the Canadian iorm of gov- ernment. it may and does stand as the watch-dog of the rights of min- orities. When Parliament reassembles on Jan. 30 the Senate will resume eon- sideration oi one oi the most im- portant pieces oi legislation ever to come before the people. That is the bill to effect economical co-opera- tlon between the transportation sys- tems ‘of Canada "the railway bill." The measure was ‘introduced by Rt. Hon. Arthur Meiglicn during the fall sitting and was given consider- ation by the railway committee. ‘Those railway hearings attracted great crowds of people and it was remarked more than once by those in authority to judge. that the Sen- ate Committee, which is under the chairmanship of Rt. Hon. George P. Graham, former Minister of Rail- ways, had the facility oil-getting to the heart of a problem with a dir- cctness that no Commons commit- tee seemed able to accomplish.
