Nuyal Canadian Navy y Finland To Elect New Parliament By ANNE MARIE SNELLMAN HELSINKI, June 22 — (AP! —, Finland, t-ne only one ot Russiwslt "western border countries still hold- ing free, secret and unrestricted elections, will elect a new 200- mcmber parliament July 1 811d 1- Whatever the results of the elec- lions, however, Finland's foreign political policy course already is determined. President Paasikivi has said: "Finland can never pur- sue a policy directed against the Soviet Union." The Communists, through the Popular Democratic Union, are‘ trying to capitalize on this prin- clple. Prime Minister Mauno Pek- kala. said in a recent speech that the elections rwere of foreign pol» itical character and that the peo- ple hy casting their votes will say "yes" or "no" to the present pol- icv. g The right and centre parties say that. no foreign political issue is at stake. ‘ The Communists and the Popu- lar Democrats generally, say the fi“\\\“n\\\\\g\\\\\\\\\§!\\§1\\\\\\\\3‘ issue i: “popular democracy or reaction." Theso clafirn there i: no third way. The social Democrats claim to be representatives of exactly this “third way" - western socialism. On the right is the Conserva- tive Rally, the industrialists‘ tra- ditionally Conservative Party. Its strongest rival for the bli.’ 18nd- oivners‘ votes is the Agrarian Party in the centre. ‘Iihcrc is a hitter tight between these two groups. With the Agrarlans in the cen- tre is the Swedish People's Party. both fighting the extreme left. Also in the centre party align- ment is the small Progressive Party, vuhich at present has nine deputies. . v The biggest election fight is ex- pected between the Agrarians and the Social Democrats. Each party 120w has 48 deputies. Each hopes to become the strongest single party in parliament and th/us able to place one o! their own as prime minister. The strongest group at present is the Popular Democrats, a coal- ition or Communists and left-wing Socialists. ‘Dhey are expected to lose anywhere between five and 1i seats of their 5-1 seats.
