The numbering of the people now com-
only undertaken by all civilized countries
at intervals of ten or live years is ot very
ancient oi-igin.The Chinese have arecord of
_ a census taken 2042 years before the Christ.-
ian era, by command of the Emperor Yee. I
Moses, by comman 1 numbered the people
of Israel during the Exodus 1490 B. C. and
in 1017 B.C. David appears to have incurred
a severe penalty for doing a very similar I
thing. The Japanese have an at-count of s
6-_.asus taken in their country in the last
century before the Christian era.
Both the Greeks and Romans had re-
gular systems of enumerating their
people. It is from the latter that we get
the word census. With the Romans it was
the registering and rating of persons and
property, the reizister' of citizens show~
ing their number and classidcation with
reference to tribe, family, children, slaves#
freedmen, etc. It is needless to say
thatin modern times and countries, al-
though schedules of the property ` and po#
sessions ot citizens are required to be dll-
edin, the census has no relation what-
ever to sssessment or taxation. ~ Y
A census has been,-tken in the United
States at intervals' often years in and
since 1790. There are in many of the
Ststes less complete enumerations made
at intervals ofj._£if~°e years, thhus dividing
