Now France has less influence on the poliucs of Europe than any other of the great powers, with the possible exception of Italy. The principal reason for this change in the position of France is un- doubtedly the failure of her population to increase as fast as Oiher nations. In the beginning of the century the population of France was 38,000,000, while that of the United Kingdom of Great Britain and Ireiand was but 16,000,000. Now the United Kingdom has a popula ion of 40,- 000,000, while the population of France does not exceed 33,560,000. Moreover, Great Britain has about 10,000,060 of her sons inthe colonies, while the French colon‘a! population does not reach one- twentieth of that figure. This deciine of population is a fatal weaknese, which seems to be wholly incurable. Another great evil frem which France suffers is the condition of her finances. The debt of France is stupendous and amounts to about $6,500,090,000. This ia more than double the national debt ot the United Kingdom, and the interest upon it alone amounts to $170.000,0@0@ a year. This debt is steadily increasing, and the French people talk very glibly about going to war. It is evident that a war of avy magnitude ' would drive the country into bankruptcy. The burden of taxation on the French people is more than they can bear, for the expenditures of the country requires them to raise a revenue of $680,000,0000 a year. The meaning ot this will be better understood when it ie stated that if the expenditure of Canada was on the same proportionate scale we would require to raise a revenue of about $90,000,000 a year instead of less than $40,000,000 With a stagnant population and an enor. mous debt it might be supposed that it would be the aim of the man who govern France to avoid all unneces- Sary expenditures, and to conserve the en2rgies and revources of the nation. Unfortunately the government of France Las fallen into the hands of men who seek to conceal’their lack of ststesmanship by Thinking, to Madagascar, to the Niger and to the Nile, and terri tory seized Which France cannot utilize, and which merely addsto the financial burthens of the nation. Yet to acquire such costly and useless possessions France, on more than one occasion, bas risked a wer with Great Britain, and is even now apparently seeking to bring about a crisis which will lead to rupture. France bas now become the obdient servant of Russia, @nation with which she has nothing in commen, and her future is very dark. The Freach people seem to have lust their an- cient spirit, and no man can say what the end will be. Cartain Younghusband, who acted re- cently as the correspondent of the Times in the Transvaal, has published through Messrs. Macmillan, the result of bis studies of the South African question, in book form. Captain Younghusband is impartial and fair-minded in his criticitm of the Boers. He puts forward their point ot view, and ind:catesthe diffizuities and the inevitable temptations of the Boer position. The unani- mous and vocifierous “*No,” when one of the old Councillors was proposed at last night’s ward five meeting, might be con- sidered as # protest against this as much as against boodling and mal-administra- tion. The Councillors, or Mavor either, who are pot satisfied with a six or eight years term should be voted home. Otjection can also be strongly urged against placing an inexperienced and uutried hand in the Mayor’s chair. The honors of the Mayoralty should be giren to those who have served at least one term in the City Counci! to qualify them for the higher position. More than this, they have given their services to the city without remuneration as Ceuncillore, and as such have a prior claim to honors and emolument.
