THE BOY SCOUTS
The Boy Scouts who were in camp on the lflxhibltion
grounds during Exhibition week broke cami! ye5\€|`<laY
and returned to their respective homes. It is worth noting
here, both as a tribute to the boys and to the Exhibition
management, that before their departure the company was
presented with a cheque for $25. It was a tribute to the
boys because it recognised their good conduct during
their stay, and to the Exhibition management because they
recogiilsed the principles for which the Boy Scouts move-
ment stands. In addition to this generous recognition a
cordial invitation was extended to them by the President
of the Exhibition Association, Mr Frank R. Heartz, to
attend the ncxt Exlibltion in a body, und a larger body if
possible. Needless to say, the invitation was gratefully
accepted and the Boy Scouts will in all probability form
one of the attractions ol’ future Exhibitions. There were
68 Boy Scouts in all, 10 from Cardigan, eight from Summer-
side, seven from Harrington and Brackley Point, two from
Kinross and the remainder from Charlottetown. During
tlielr stay in camp they were instructed in Scout work,
such us signalling, knot-tying, first aid, etc. Nine of the
Cardigan boys. it may be noted, passed the first test as
Scouts and took the Scout's Proinise.
The Boy Scout movement, while by no means new, is
perhaps not as well known in Prince Edward Island as lt
ought to be, but it is felt that a great impetus has been
given to it by the eiicanipnient this year during Exliibition
week and it is expected that as at result there will be a
niarked uddtion to the ranks in the near future. We
sincerely trust that this expectation will be fully realised.
No other means at present in sight can do more for the
nation as a whole than this movement, for the raising of
the standard of manliness among boys-for that alone~is its
aim. The boys of to-daywill be-t»he'electors; thelegislators'
and the lawmakers at very few years hence, and on the
training they receive now the future or"the nation-will
depend. ,
The cliuractcr of the Boy Scouts movement will befbest
understood by a, glance at the “promise” exacted of each
boy as he becomes u member: "I promise on my honour,
first, to be loyal to God and to the King; second, to ti'y
and do a good turn daily to other people, and, third, to
obey the Scout law." He is accepted by the Scoutmaster,
who says: “l trust you, on your honour, to keep this
promise. You are now one of the great brotherhood of
Scouts.”

result almost invariably is that he acts as a man. This
is one of the great lessons taught by the Boy Scouts
movement to both parents and teachers. The Boy Scouts
in Great Britain are at present regarded as about as neces-
sary il Dart ot’ the war as are the regular soldiers.
ln addition to the general training in manliness, llie
boys are specially trained in such mi1ttei‘s as are to bc
found useful in military service. They are systematically
drilled and fitted physically by regular drill, taught the
value of discipline and obedience and taught also to look
alter themselves physically and mentally. It has beg"
deinonstrateil already in the history of this movement that
Boy Scouts make the best soldiers. as many of those who
began as scouts are now fighting the Empire’s battles in
Eliiritlipc, and above all _it has been demonstrated tiiat in

THE JUDGE FOR KlNG’S
Mr A. I.. Fraser, ex-M.P., Souris. has been appointed
successor to Mr Hlanclmrd as County Court Judge for
King’s. The announcement wus made excliislvely by the
Guardian yesterday, and came as u blow to the Patriot,
which the previous day had been hinting that the Borden
Government would do as the Laureir Government had
done. hold up the appointment until any chance of it re-
count in King's County was rendered impossible. But the
ways of the Borden Government are as different from those
of the Laurier Government as night is from day, There lg
no " dark lantern brigade" in the Borden administration;
There is no inclination or desire to obtain party advan-
tage by crooked means; there is no wish to avoid the
consequence of a recount, should such be asked for by
delay lil the Hllpolntment of the judge whose duty it would
be to act. `
The Patriot cannot understand this way of running g
government: it is so different from all the devious ways
f0"0W@d by its friends when in power. that it leaves the
poor Patriot in breathless astonishment.

,the discussion of a lost political leeuo, it was that given
if ever n lame excuse was advanced for avoidance of
'the election lt hae served up political articles, original or
rehashed from mainland journals, and yet when challenged
on the attitude it adopted on the subsidy and -carferry
.questions, it excuses itself by stating that “the great
majority of the people, and especially the merchants. are
desirous of having the subject dropped for the time being."
Yet a little farther down its columns lt undertakes to
discuss the political situation, off ite own--or is it some
iother body's?-bat and to lnslnuate that Premier Mathieson
would likely be the successor of Mr A. L. Fraser as Con-
servative Candldate for King's County. lt makes believe
that it has good authority for stating that Mr Mathieson
will be “offered the nomiuatlon," and then proceeds to
discuss the changes such a nomination would effect in
the local Government. This is all so much moonshlne
cr kiteflying. Nobody knows better than the Patriot that
this is done merely for the purpose of drawing a herring
accross the trail, and to endeavour to give some much-
needed consolation to its supporters for the unexpected
disappointment the election brought them. The Patriot
boldly proclaimed with a reiteratlon that became tire-
some that " the Mathleson Government le doomed." The
election has come and gone, and as we predicted, the
Mathieson Government, is still doing business at the old
stand. Many of the Patrlot’s 'supporters are naturally
indignant that they should have been thus befooled. They
took the Patriot at its word, and threw their lot in with
the Opposiion in the fond hope that they would he “ in "
with the crowd. Their crowd is “out," they are “out " with
the Government, and are new denouncing the Patriot for
misleading and befooling them. The Patriot knows this,
none better, and so it would like to bring comfort to such
distressed souls by holding out vain hopes about probable
changes ii the constitution of the Government which might
bring about by-elections and further chance ot victory.
The Patriot need not worry about any such controversy.
The Government. contrary to its prediction, is safely
seated in office, and there it will remain. Any by-election
that may occur will probably be ln default of the Opposi-
tion. The electors will not accept the Patriot's advice a
second time, and will see that in such an event a supporter
of the Government is returned.
The Patriot wishes the electors to forget its lying
prophecy, and naturally resents being reminded of it.
But when the Patriot elects a second time to assume
the "I9-“U9 01' the Drophet and to predict the successor
of Mr Fraser as candidate for Kiligs, it is just as well
to keep its past reputation before us.

CONGRATULATIUN S
We congratulate Mr Austin L. Fraser on his appointment
to the County Court judgeship of King's County. An experi-
eneetl lawyer ln the enjoyment of a large practice and
having the confidence and esteem of his fellow-citizens
in Souris and throughout the county. his appointment will
meet with general approval. Mr Fraser had been nomi-
naled the Liberal-Conservative candidate for King‘s
County at the last Convention in Georgetown and there
was every prospect of his return at the next election. A
keen controversialist, he was fair and honourable to his
opponents in platform discussions, and having a keen

which mode lilm popular with most audiences he addressed.
A sound and painstaking lawyer, he is eminently fitted to
discharge the duties of a county court judge.
Born at Vernon River, he was educated in the district
school and Prince of Wales College, and after teaching
school for some ten years began the study of law under
Mr (now Premier) J. A. Mathiesoii at Georgetown, and
later under the late lion. Arthur Peters in Charlottetown.
l-le was admitted to the bar in 1900 and practised his pro-
fession in Sourls. He entered the poltical arena in 1904,
when, he was elected to the Provincial Legislature. In
1908 he was elected to represent Klng's County in the
House of Commons. In 1911 he_vLi1vs_i_detlea_tyetiYvby Mr
ifT3`.‘l‘l`ligliéiT'ilTé presentrepresenlative. Iiis appointment
to the County Court judgsliip was gazetted on Tliursday
last, and he will enter npoii his new duties us soon as the
necessary official arrangements can be made.
NOTES
Of the result of one of the Zeppelin raids in London an
American who wus there says:--“London went to bed that
night with hot wrath, but not in tear. The next day. Hi

A letter received from a Canadian officer in France and
shown to 'the London Advertiser states that one of the
Canadian Generals has made a wager of $5,000 that the
war will be ended by October 29 of the present yenr.
Most people who heard of the offer consider it as indicat-
ing that 'the General had plenty of money and liked to
play the 100 to 1 shots.
