Speculation continues in regard to the possible outcome of the peace ne- gotiations. It is certain now that the Chinese will refuse to accept any plain that will include personal indignity to the Dowager Empress. ‘The viceroys of the centraland southern provinces, who protected the foreigners under the agreement with the consuls of the various Governments, will oppose any such plan, and wiil fight if necessary. They have two reasons for doing this. In the first place, most of them were appointed to their positions by the Dowager Empress, or threugh her in- fluence. Secondly, if any indignity were offered to the Dowager Empress, whg#s the official mother of the Em- peror, the latter would lose caste with the people. This could never be re- covered, and would result in the virtual eXtinction of the dynasty. The pro. gressive Chinese are not averse to the proposition that the Dowager Empress shall be shorn of her power and _in- fluence, but they go no further. will, however approve any punishment that may be meted out to Prince Tuan and the rest of the Imperialclan who are responsible for China’s present troubles. The Chinese negotiators wonld like to charge that the mission- aries are responsible for the trouble, aml may demand their withdrawal from the country, although they re- alize that such a thing is preposterous. In several official interviews before he left here Li-Hung-Chang declared that the responsibility for the trouble rested with the missionaries. The corres- pondent of the Mail and Empire asked a high official if Earl Li really believed this. He replied, “ That depends on whom Li-Hung-Chang was talking to. If he was talking officially, yes.” The Chinese approve of foreign physicians and educators coming to the country, but they hate the missionaries. wrrtre DESERVES ANOTHER SUBSIDY. —-—— -- Here is a citation from the Toronto Globe: ‘- The Conservative party in power steod solidly in the path of progress, and stunted the growth of the Dominion long after we had reached a Stage of development that warrant- ed a change.” The Conservative party founded the Dominion with the help of certain pa- triotic Liberals, whose services must never be forgotten. The opponents of that great work were the party of Laurier, Joly, Fielding. Sir Henry Joly spoke against it in Parliament; Fielding fought against it, and later on prosecuted a campaign having for its purpose the secession of Nova Scotia They | and the destruction of the Dormainion. When it had accomplished the union the Conservative party brought in the North-west Territories, and after that British Columbia, These progressive measures found opposition only in the Liberal ranks; and one gentleman op- posed the addition of British Columbia onthe ground that it was merely “a sea of mountains.” Then followed the National Policy, which was antagenized, and the con- struction of the Canadian Pacific which the members of the present Govern- ment bitterly opposed. The Conservative party, besides ex- tending our borders, build the Inter— colonial railway, deeped our canals, provided transportation facilities reach- ing every town, and built the Sault canal; equipped our country with all the great works of public utility it now has. Nor did it overlook other matters; itcommencec the settlement of the North-West, and gave us a great popu- lation there; it opened up the splendid Notice.
