Sir Francis might with them as a veteran in Finance be expected to deal with a tyro in the | Mr. Cart- remarks, taught science. His experience of | wright, he significantly him that the member for Frontenac was disposed to take a very gloomy view of | the progress and of the resources of the Dominion ; and he might well say that such an exhibition as the Finance Minister has made of himself affords caase for grief rather than for surprise. It is distressing to find that the man who is specially charg~ ed with maintaining the credit of the coun try. should be the first to decry it; it is | painful to be forced to the conclusion that | the Finance Minister of the Dominion, for the sake of raising what it is, a ter all, but ment, should have used his official position to blast our credit in the London money market. It is simply shocking that the | lions of additional taxation out of the tax- payers of the Dominion, when there was | no public necessity for such taxation, and |step is the increase which the present | Ministry have made in charges upon the Consolidated Fund, which, while free from | the responsibilities of office, they had pers tinaciously declared to be excessive | Lord Lytton, in his latest story, describes a character, who is by no means enviable, | as one of those charlatans with a great deal lare always to be found in scenes on the | ultra liberal side of politics. There are will occur to the memory in connection | with such aremark. We regret to have | to say that Mr. Cartwright’s companionship for some years brings him into the cate- gory, and he has amply shown that his financial knowledge—that knowledge which is preseminently of use to one in his pre- sent position—may be as limited as his | ceaceit is boundless. Taking up in his own masterly way a ew items of the tiriff which Mr. Carts wright has evolved from his muddled brain, Sir Francis Hincks clearly shows how little the Finance Minister knows of the im- portant matters with which he has under- taken todeal. We need not here refer specially to the points with which the ex- Minister of Finance deals, for those who take an interest in the subject will be sure to read his letter in full; but when Sir | Prancis, with his intimate knowledge of our financial affairs, says, ‘“‘ | do not hesitate now to affirm that the revenue at the time of the Pacific Railway pledge was amply work ought to have entailed,’’ the reader how little ground there was for the whiny ing, unpatriotic, traitorous speech which by the grace of Mr. Alexander Mackenzie, is permitted to control our financial affairs, lately delivered on the floor of Parliament. We have promised that before this discus~ sion is ended we shall show that Mr. Cartx understand the subjects with which he has that he has made statements which are wholly unwarranted ; that there is no deficit in the current year's operations, and that the increased taxation which he demands, if required at all, and to any exient, which we very much doubt, is required to meet the expenditures of his own Government for a year, the operations of which are within their control, When members sitting on the Government side of the House of Commons, publicly declare that they had been trained in the belief that Reform meant economy, and that the Reformers had not economized but increased the expenditures, when Reformers of independent mind and em- bued with honest sentiments, like Mr. Galbraith, of North Lanark, stand up in the House and strongly denounce the false pretence of the Administration, then in- deed may the public begin to rub their | eyes and ask themselves what all the pro- fessions of these canting howlers amount to. The end of this financial muddle is not yet. but it is not very far off.
