We, the Magistrates, Clergy, Merchants, and other inhabitants of Georgetown and Royalty, beg leave to utter our hearty con- gratulations on the safe arrival in the Island of your Excellency and Mrs, Dundas, At the Court at Windsor the 20th day of November, 1865. PRESENT : The Queen’s Most Excellent Majesty; Duke of Somerset, Sir George Grey, Bart. Earl Russel, "V HEREAS the Lieutenant Governor of Her Majesty’s Island of Prince Edward, with the Council and Assembly of the said Island, did, in the month of April, 1865, pass three Acts which have been transmitted entitled as follows, viz:— No. 1188 “ An Act for raising a Revenue.” No. 1203 “ An Act to make provision for the regulation of Seamen on board of any ship or vessel owned in or belonging to Prince Edward Islam], while such ship or vessel shall be within the precincts of the said Island.” No. 1209 “ An Act to incorporate the Summerside Bank.” The return of your Excellency to resume the Government of this Island is an assurance that your Excellency’s former admin- istration of the Government has met with the approval of our Sovereign, as well as a proof of Her Majesty’s solicitousa care for the welfare and good Government of her subjects in this Island, We entertain the hope that the prosperity which this Island has obtained under your Exccllency’s past administration may still continue, and that your Excellency may long administer the Government of the Island with satisfaction to yourself and advantage to the people. GENTLEMEN; The cordiality and warmth of feeling With which you welcome me back to Prince Edward Island touch me deeply. Mrs. Dundas and I sincerely thank you for your congratulations on our safe arrival, and for your good wishes. I cordially unite with you that the prOSperity of this Island 'may long continue; and I trust that when my duties here shall cease, I shall not only hear away with me agrateful remembrance of the kindness and goodwill of its people, but also havethe satisfaction of looking back on the period of my administration of its Government as one of progress and advancement. I gladly avail myself of this opportunity to assure you that I shall not soon forget the hearty welcome and the kind reception which I experienced when I landed at your port last month. My only regret is that the season was too far advanced to allow me to make a longer stay amongst you. And whereas the said Acts have been laid before Her Majesty , in Council, together with a letter to the Lord President of the I Council, from the Right Honorable Edward Cardwell, one of Her Majesty’s Principal Secretaries of State, recommending that the said Acts should be left to their operation; Her Majesty was thereupon this day pleased, by and with the advice of Her Privy Council, to approve the said recommendation; whereof the G0vernor, Lieutenant Governor, or Commander-in-Chief, for the time being, of Her Majesty’s Island of Prince Edward, and all other persons whom it may concern, are to take notice, and govern themselves accordingly. Wnsnnas by “ The Passengers’ Act, 1855,” it is amongst other things enacted, that before any PasSenger Ship shall be cleared out, the Emigration Oflicer at the port of clearance shall satisfy himself that there is on board a. sufficient quantity of pure water, carried in tanks or casks, to secure throughout the in- tented voyage the issue of three quarts daily to each statute adult, for the use of the passengers, exclusive of the quantity required for cooking. And whereas it is also enacted, that it shall be lawful. for Her Majesty, by _ any Order in Council, to prescribe such rules and regulations as to Her Majesty may seem fit, for permitting the use on board passenger ships of an apparatus for distilling water, and for defining in such case the quantity of fresh water to be carried in tanks or casks for the passengers, and such Order in .Council from.time to time to alter, amend and revoke, as oc- casron may require. And whereas Her Majesty, by an Order in Council dated the ninth day of January, one thousand eight hundred and sixty- three, prescribed certain rules for permitting the use on board passenger ships propelled by steam engines of less than a certain power, and on board passenger ships propelled by sails, of a certain apparatus for distilling fresh water from salt water. And whereas it is expedient to repeal the said Order in Council, GEORGE DUNDAS, Lieut. Governor. Government House, 10th Jan. 1866. and to issue in lieu thereof the order hereinafter contained.
