Tue Meanest Dovcz Yer.—A fashion- ably attired couple walked into Justice Seymour's office, in Hoboken, No ves day or two ago and asked him to marry them. When the justice had made them one, the groom fumbled nervously 1 his pockets and produced a $2 bill. Unfor- tunately it was all he had, he explained, and he did not think it sufficient for the service the Justice had rendered. But he had a $20 cheque. He wanted to give the justice $10 at least, and if the justice would cash the cheque, he could gratify his generous impulses. The justice took the cheque and gave the stranger the change. After recess, the Canadian Pacific Rail- way Bill, so long held over, was com- mitted. Mr. Edgar said he did not consider it necessary to move the amendment of which he had given notice, but would offer some general observations, which he did for thirty minutes. Mr. Jones, of Halifax, followed, arguing strongly in favor of compelling the Cana- dian Pacific to build the Short Line from Salisbury. Sir John said the Government had come to an agreement with the C. P.R., by which the road from Harvey to Salisbury would be built. (Applause.) Mr. Mills objected to throwing further burdens on the country by building 120 miles of railway, because Sir Charles Tup- per had promised it without authority. He concluded with an old-time blue ruin harangue. Sir John said there was no reason for Mr. Mills to deliver a lecture on constitutional law. He had tried to avoid a useless discus- sion on Mr. Jones’ amendment, but he could not to-night give particulars of the short agreement. This, however, was no reason to stop this private bill. The bill was of great importance to the Company and ought to pass at once. The time for considering private bills having expired, the committee resumed. The bill thus stands over. Sir John said in the House to-night that Messrs. Reid & Isbester had secured the contract for the bridge at the Narrows, Cape Breton, atg$515,000. An order in Council has been issued pro- hibiting the use of snares of any kind for catching or killing fish. : The Mayor of Quebec, at the head of seventy-five delegates, waited on the Privy Council to-day, asking the Government to guarantee the interest of three millions for twenty-five years at four percent., for the erection of the Quebec bridge. The Pre- mier did not hold out any hope that the request would be complied with. . Boulanger’s Manifesto. Paris, April 5. - Boulanger has issued a manifesto, dated Brussels, April 5. He says that in their robust sense the electors know how to deal with the tissue of falsehoods and abomin- able slanders against him. The Govern- ment extorted from an infatuated Parlia- ment a consent to prosecute him before a court of political enemies, not a court of judges. All acts imputed to him as crim- inal were well known when he was ap- pointed Minister of War, therefore his col- leagues were equally guilty. ‘All the violence and calumny in the world,” he says, ‘‘ will fail to turn him from one object, to obtain an honest republic and the legal exercise of universal suffrage.” Lonsdale’s Travels. Purapevpata, April 5. The Inquirer to-morrow will print the story of Lord Lonsdale’s travels. Lonsdale estimates that he travelled by dog-sled and on foot about 1,000 miles from Winnipeg in a little more than a year. He arrived at Nashakeag Mission, lat 59 north, 158 west, Dec. 15th of last year. This was the far- thest point north he reached. He left the Mission on Jan. 14th, and started across the peninsula to Kalanue, North Pacific. From there he crossed to Kadiac Tsland, where the whaling station is.
