NOTHING TQ' FEAR DECLARES GERMANY; BERLIN, Oct. 1.-.(By wireless to Sayville)-' Germany‘s attitude to- ward Holland, Belglum and Poland, was outlined in an interview given by Dr. Alfred Zimmermann, under secretary for foreign`ah'a_iljS, to the Nienwe Rotterdamsché Courant. This interview, reproduced in the Lokai Anzierger, was given otrt as follows today by the Overseas News Agency. “Dr Zimmermann insisted Hol- land had nothing to fear from Ger- many. He' said Germany would not violate the neutrality of Holland or intrefere with her politcal or econ- omic independence. Germaiiy appre- ciates the fact that Holland is maln- taining strict ncutrallty. ' “As to Belgium, the ntider-secre- tary stated that its future - was still unknown. but a solution of this dif- ficult problem must be found which will render it certain that ' Belgium will not be utilized for the purpose of England. Germany has always de- sired peace. and now wishes a guar- antee that there will not be in the` future such another war as this' pre-I sent one. ' ‘ "Poland's future also is unknown, RUSS sir--1 suppose you would like to know what impressions I MVB f°¥‘l!l ed about lrnglum lu people sud their attitude towards this war when ob- served at this close distance. Vielf I have formed a few Imbfell' ions but you must remember my means of observation have been U-ID had and my impredlons may \>°°°l1l° changed as my opportunities for ob- servation increase. ' _ . e As to England itself the first thins that strikes one is its solldity. Everything about it is so massive. its buildings seem to be, built not for ,time but for eternity, but they lack ado _ ent. This lack of adornmeut is a ch:-ucteristic of the stores and the dress of its people. One does not see here but rarely the taste in dress displayed by the Canadian and Am- erican women. This country itself is very picturesque with its clusters of qld and magnificent trees and its well-kept hedges. its roads are mls- nlllcent. All that I saw are macada- miied and the heavy traflic seems to make no impression upon them. Eng- land ip certainly a very Hue country. The works of nature as improved by man are very beautiful but the_ works of man alone. with their masslv-:ness are extremely comninn place with "utilitarian" and “muddle along somebow" written all over them. As to its people you must remember I did not come in contact with the best, neither did I with the worst. My contact has been. if I may so express myself with the lower middle class- tradesmen, hotel-keepers, boarding- houses &c., and my impressions of these have not been favourable. They all seem to be bent on making as much as possible out of the conditions arising out of this very disastrous war. All these people are very com- placent about it and seem to think the war is far from them. They shall have a rude awakening one of these days or I miss my guess. There is one thing that characterizes the English people and that is honesty and truthfulness. If they take 11 big profit out of you it is done above board with s certain hogglshnes; of course that makes you feel like knocking them down. They lack the subtleness of the Scotch in this re- spect not in the hoggishness but in the suavity of taking the profit. As to the altitude of the people ro- wards the war I may say that in ‘he past the people of England used,to be divided into three classes-the up- per middle and lower classes. These lines are disappearing. The upper and upper middle classes are the capital- ist class and the lower classes are the `labor class. These latter for `the past number of 'years have been gaining a political ascendancy, so that today England is largely ruled by the trade unions. 'l_`he_tr_ade__unions as you know try to reduce all w`orli'l'u'en in any trade to a dead level as to amount oi work and have accomplished that here. They fear that this war will upset all the work they have done. The bosses of the labor union fear that their occup- ation after the war will be gone. They -have bowled against capital for years which they regarded' as their great enemy. Now a greater has appeared and the labor unions and the bosses are between the devil and the blue sea. Unfortunately the feet of Brit- ain are bound in chains which the lab- or unions are loathe to unloose. These brazen chains, miles of red tape, a lack of a true appreciation of the value of time ann lack of adaptabil- lli' to change contlitlonsanda slow- ness that is characteristic of your average Englishman are hampering Britain in this war at every tum. Are these' evidences of senility? we shall see. Just now the people are waiting for a bold leader who will not only sound the tocsin but cut the Gordian knot and unfetter the giant so that he can put forth the mighty strength that he did of yore.
