Councillor Holman, chairman of the committee, read a letter from, the Deputy Provincial Secretary stating that the Dominion Depart-' merit of Labour had acceded to the request of the committee in the matter of using relief money to provide work for the unemploy- cd. A plan of filling in a section of Government Pond, and building a culvert was set out by Councillor Hennesscy. Councillor Holman favoured deepening the north end of the pond as the greater part of the money would then be used for la- bour. His Worship voiced objection to the plan on account of the expend- itures involved. He would sign no more bond issues. The breastwork was as good as it was 25 years ago. Heretofore the relief money had gone to the merchants of the City His Worship did not believe that the project sliouid be carried out. As long as there was no distress in the city, why should the city go into the employment of labour which was not for a civic purpose. Where would the money come from, he asked. The city surveyor liucl calculated the cost of. the breristwork at $6,000. It would probably cost $10,000. The Pond could be deepened by a mud digger. Councillor Rcarcicn thought that the difficulty could be overcome by keeping tabs on the money paid out. and paying no more than was 1iaid at present.
