The London Times publishes some long Havana letters, which dwell upon the in- capacity and inaction of the Spanish com- manders in Cuba. “Everywhere,” the Times correspondent says, “the Spanish officers seem perfectly content if they can on'y hold the ground they stand on.” He also tells a Judicrous story of finding a superior officer on the line of the new in- trenchments across the island, sitting in darkness because, when his quarters were Ighted a few nights before, the rebels fired three shots through his window. “This military ineptitude,” the correspon- dent concludes, “is the key of the situation. A}l the activity and resource seem to be on the side of the rebels.” Two emirent specialists have just left Great Britain to investigate the condi- tions of seal life in the Behring Sea, with the view of drawing up more effective sealing regulations. At the same time, we learn that Secretary Carlisle, on behalf of the United States’ Government, has decided that the efforts to protect the seals baving‘provel unavailing, the lessees of the Pribyloft Islands shall be allowed to kill this year 30,000, which is consider- ably in excess of the usual number. If the United States’ people have decided that the seals sre not worth preserving, it seems useless to bring scientists acrose the sea to make further investigations, On the whole, the U. S. Government has not made a success of the sealing busi- ness, The amount received for rent and royalties from the lessees of the Pribyloff Islands do not pay the expenses of the patrol of the Behring Sea, and the U.
